This 2015 Article IV Consultation highlights that economic activity in Cambodia remained strong with a growth rate at 7 percent in 2014, notwithstanding appreciation of the real effective exchange rate following U.S. dollar strengthening and growing competition from other low-cost garment producers. Inflation fell in 2014 and through 2015, owing to strong external disinflationary pressures from lower food and oil prices. The short-term outlook remains broadly favorable. Growth is projected to remain robust at 7 percent in 2015, while inflation is projected to rise gradually to about 2 percent by end-2015. The fiscal deficit is projected to rise modestly to 2 percent in 2015 as a result of strong measures to improve revenue administration.
In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. This FAD mission reviewed recent progress to improve tax administration and identified areas of priority tax administration modernization for 2019–23. The MEF has been implementing the RMS, a major component of which is the strengthening of the administration of the GDT. As the RMS ends in 2018, the MEF is now developing the next phase of reforms to strengthen the revenue system of Cambodia over the period 2019 to 2023. The GDT has made significant progress with implementing the RMS measures under its responsibility, and achieved extremely positive revenue growth and collections. The GDT has completed 71 out of the 86 RMS tax administration measures; the remaining 15 are under active progress. Since 2012, the GDT has routinely exceeded its revenue targets, and year-on-year revenue growth has far exceeded the annual levels of economic growth. Cambodia’s 2017 tax-to-GDP ratio of 17.2 percent is now comparable with many regional countries.
This publication provides a standard compilation of supply and use tables (SUTs) for 19 economies in Asia and the Pacific to help them comply with the United Nations 2008 System of National Accounts (SNA) recommendations. SUTs are an integrated statistical estimation and economic analysis model that facilitates the compilation of more reliable, consistent, and internationally comparable estimates of key economic statistics such as gross domestic product. The improved and more detailed statistics are expected to provide a better basis for measuring economic output and growth; facilitating informed policy making; and monitoring progress toward the Sustainable Development Goals (SDGs), relating especially to poverty alleviation, economic growth, technological progress, and industrial and infrastructure development. The compilation of SUTs is an essential first step to establish an effective statistical system in any economy. In 2014, ADB embarked on a data development and capacity building project to assist 19 members construct benchmark SUTs for the latest possible year. This publication outlines the relevant statistical and economic concepts, data compilation and development practices, project implementation strategies, and the results of the project. It also includes an abridged version of the SUTs of the 19 participating economies. The more detailed tables are available online through the ADB website.
Women's economic empowerment is essential for more inclusive growth in Cambodia. This study takes stock of major gender issues in the Cambodian economy seen through the lens of women's participation, benefit, and agency---the three prerequisites for a fairer distribution of growth benefits. It examines labor market trends and obstacles to women's economic empowerment---particularly in agriculture, business development, and wage employment. Labor migration and vulnerability to shocks are highlighted as special themes. The study makes a series of policy recommendations, identifies areas for further research, and highlights how Asian Development Bank investments can promote women's economic empowerment.
