Comparative E-Government examines the impact of information and communication technology (ICT) on governments throughout the world. It focuses on the adoption of e-government both by comparing different countries, and by focusing on individual countries and the success and challenges that they have faced. With 32 chapters from leading e-government scholars and practitioners from around the world, there is representation of developing and developed countries and their different stages of e-government adoption. Part I compares the adoption of e-government in two or more countries. The purpose of these chapters is to discern the development of e-government by comparing different counties and their individual experiences. Part II provides a more in-depth focus on case studies of e-government adoption in select countries. Part III, the last part of the book, examines emerging innovations and technologies in the adoption of e-government in different countries. A scholar and activist tells the story of change makers operating within the Chinese Communist system, whose ideas of social action necessarily differ from those dominant in Western, liberal societies. The Chinese government has increased digital censorship under Xi Jinping. Why? Because online activism works; it is perceived as a threat in halls of power. In The Other Digital China, Jing Wang, a scholar at MIT and an activist in China, shatters the view that citizens of nonliberal societies are either brainwashed or complicit, either imprisoned for speaking out or paralyzed by fear. Instead, Wang shows the impact of a less confrontational kind of activism. Whereas Westerners tend to equate action with open criticism and street revolutions, Chinese activists are building an invisible and quiet coalition to bring incremental progress to their society. Many Chinese change makers practice nonconfrontational activism. They prefer to walk around obstacles rather than break through them, tactfully navigating between what is lawful and what is illegitimate. The Other Digital China describes this massive gray zone where NGOs, digital entrepreneurs, university students, IT companies like Tencent and Sina, and tech communities operate. They study the policy winds in Beijing, devising ways to press their case without antagonizing a regime where taboo terms fluctuate at different moments. What emerges is an ever-expanding networked activism on a grand scale. Under extreme ideological constraints, the majority of Chinese activists opt for neither revolution nor inertia. They share a mentality common in China: rules are meant to be bent, if not resisted.
Nationalism, in China as much as elsewhere, is today adopted, filtered, transformed, enhanced, and accelerated through digital networks. And as we have increasingly seen, nationalism in digital spheres interacts in complicated ways with nationalism "on the ground". If we are to understand the social and political complexities of the twenty-first century, we need to ask: what happens to nationalism when it goes digital? In China's Digital Nationalism, Florian Schneider explores the issue by looking at digital China first hand, exploring what search engines, online encyclopedias, websites, hyperlink networks, and social media can tell us about the way that different actors construct and manage a crucial topic in contemporary Chinese politics: the protracted historical relationship with neighbouring Japan. Using two cases, the infamous Nanjing Massacre of 1937 and the ongoing disputes over islands in the East China Sea, Schneider shows how various stakeholders in China construct networks and deploy power to shape nationalism for their own ends. These dynamics provide crucial lessons on how nation states adapt to the shifting terrain of the digital age and highlight how digital nationalism is today an emergent property of complex communication networks.
How, practically speaking, is the Chinese polity - as immense and fissured as it has now become - actually being governed today? Some analysts highlight signs of 'progress' in the direction of more liberal, open, and responsive rule. Others dwell instead on the many remaining 'obstacles' to a hoped-for democratic transition. Drawing together cutting-edge research from an international panel of experts, this volume argues that both those approaches rest upon too starkly drawn distinctions between democratic and non-democratic 'regime types', and concentrate too narrowly on institutions as opposed to practices. The prevailing analytical focus on adaptive and resilient authoritarianism - a neo-institutionalist concept - fails to capture what are often cross-cutting currents in ongoing processes of political change. Illuminating a vibrant repertoire of power practices employed in governing China today, these authors advance instead a more fluid, open-ended conceptual approach that privileges nimbleness, mutability, and receptivity to institutional and procedural invention and evolution.
China’s digital economy has expanded rapidly in recent years. While average digitalization of the economy remains lower than in advanced economies, digitalization is already high in certain regions and sectors, in particular e-commerce and fintech, and costal regions. Such transformation has boosted productivity growth, with varying impact on employment across sectors. Going forward, digitalization will continue to reshape the Chinese economy by improving efficiency, softening though not reversing, the downward trend of potential growth as the economy matures. The government should play a vital role in maximizing the benefits of digitalization while minimizing related risks, such as potential labor disruption, privacy infringement, emerging oligopolies, and financial risks.
