Since the late 1990s, city councils have become increasingly aware of the potential for information technologies (ICTs) to improve the management of cities and as an instrument for economic and social policy. This has resulted in a wave of urban ICT strategies and policies, such as the adoption of ICTs within the city administration itself, projects that facilitate access to ICTs by weaker social groups and policies to improve the urban electronic infrastructure. By comparing eight cities - Barcelona, Cape Town, Eindhoven, Johnnesburg, Manchester, Tampere, the Hague and Venice - this book examines a range of innovative urban e-governance strategies and develops a framework of analysis that permits a common approach. Throughout the book, a distinction is made between access policies (aimed at improving access to ICTs for all citizens), content policies (directed to improve the use of ICTs in the city administration and semi-public domains) and infrastructure policies (to improve the provision of broadband infrastructure). For each of the cities, e-strategies and policies are critically reviewed and compared. The book reveals that urban e-strategies have evolved from an internal and technology-centred orientation to a more outward-looking approach.
Integrating information and communication technologies (ICTs) into governance processes can greatly enhance the delivery of public services to all citizens. ICT integration will not only improve the performance of governance systems, it will also transform relationships amongst stakeholders, thereby influencing policymaking processes and regulatory frameworks. In the developing world, however, the potential of ICTs for effective governance remains largely unexplored and unexploited. Drawing from the findings in these case studies and from the introductory research and original conceptual framework, the book presents a series of conclusions and recommendation on the future of effective ICTs use for better governance and improved economic development at the local level. Comparative E-Government examines the impact of information and communication technology (ICT) on governments throughout the world. It focuses on the adoption of e-government both by comparing different countries, and by focusing on individual countries and the success and challenges that they have faced. With 32 chapters from leading e-government scholars and practitioners from around the world, there is representation of developing and developed countries and their different stages of e-government adoption. Part I compares the adoption of e-government in two or more countries. The purpose of these chapters is to discern the development of e-government by comparing different counties and their individual experiences. Smart city development has emerged a major issue over the past 5 years. Since the launch of IBM’s Smart Planet and CISCO’s Smart Cities and Communities programmes, their potential to deliver on global sustainable development targets have captured the public’s attention. However, despite this growing interest in the development of smart cities, little has as yet been published that either sets out the state-of-the-art, or which offers a less than subjective, arm’s length and dispassionate account of their potential contribution. Smart Urbanism (SU) – the rebuilding of cities through the integration of digital technologies with buildings, neighbourhoods, networked infrastructures and people – is being represented as a unique emerging ‘solution’ to the majority of problems faced by cities today. SU discourses, enacted by technology companies, national governments and supranational agencies alike, claim a supremacy of urban digital technologies for managing and controlling infrastructures, achieving greater effectiveness in managing service demand and reducing carbon emissions, developing greater social interaction and community networks, providing new services around health and social care etc. Smart urbanism is being represented as the response to almost every facet of the contemporary urban question. Poverty and governance are both issues high on the agenda of international agencies and governments in the South. With urban areas accounting for a steadily growing share of the world's poor people, an international team of researchers focused their attention on the hitherto little-studied relationship between urban governance and urban poverty. In their timely and in-depth examination of ten cities in Africa, Asia and Latin America, they demonstrate that in many countries the global trends towards decentralization and democratization offer new opportunities for the poor to have an influence on the decisions that affect them. They also show how that influence depends on the nature of those democratic arrangements and decision-making processes at the local level, as well as on the ability of the poor to organize. The study involved interviews with key actors within and outside city governments, discussions with poverty groups, community organizations and non-governmental organizations (NGOs), as well as analyses of data on poverty, services and finance. This book presents insights, conclusions and practical examples that are of relevance for other cities. It outlines policy implications for national and local governments, NGOs and donor agencies, and highlights ways in which poor people can use their voice to influence the various institutions of city governance.
