The Supplemental Environmental Impact Statement/Environmental Impact Report/Plan Amendment (Supplemental EIS/EIR) is in response to an amendment to an application for a Right-of-Way (ROW) grant authorizing the construction, operation, maintenance, and decommissioning of a solar photovoltaic generating facility known as the Palen Solar Project (Project) and the transmission of energy generated by the Project to the grid via Southern California Edison's Red Bluff Substation. The project area is in eastern Riverside County, California and covers approximately 4,200 acres of land managed by the BLM.
This Draft Plan Amendment/Environmental Impact Statement/Environmental Impact Report (PA/EIS/EIR) addresses a possible United States Bureau of Land Management (BLM) amendment to the California Desert Conservation Area Plan of 1980, as amended (CDCA Plan); a possible decision to issue a right-of-way (ROW) grant for construction, operation, maintenance, and decommissioning of a solar electricity generation facility on BLM-administered public land; and a possible County [San Bernardino County] approval of a groundwater well permit.
This Final Environmental Impact Statement (FEIS) addresses the possible United States Bureau of Land Management (BLM) approval of an amendment to the California Desert Conservation Area Plan (CDCA Plan) to allow for solar energy and of a right-of-way (ROW) grant to lease land managed by the BLM for construction and operation of a solar electricity generation facility. The Agency Preferred Alternative covers approximately 6,144 acres (ac), managed by the BLM, and would generate 709 megawatts (MW) of electricity annually. The FEIS identifies impacts of the Agency Preferred Alternative, including impacts related to biological resources, cultural resources, land use, visual resources, and hydrology, water quality, and water use. Many of these adverse impacts can be avoided or substantially reduced based on compliance with applicable laws, ordinances, regulations and standards, and compliance with measures provided in this FEIS.
