The purpose of a socio-economic & environmental assessment (SEEA) is to provide plan architects, stakeholders, & decision makers with background on the socio-economic structure of the plan area & its communities, a description of the key socio-economic parameters that may be impacted by resolution of the resource use management issues to be addressed by the plan, and an assessment of the expected socio-economic impacts of the plan and/or alternate management scenarios relative to a base case. This document presents guiding principles for use when carrying out a SEEA in British Columbia, focussing on socio-economic assessment. The principles are relevant for all levels of land & coastal use plans, including land & resource management plans and sustainable resource management plans. Topics covered in the principles include methods of analysis, defining land use options, data review & presentation, assessing current & future economic development, estimating net resource value, government finance & Aboriginal community impacts, and documentation of stakeholder preferences.

The public review draft Southern Rocky Mountain Management Plan is the landscape-unit-level implementation of three earlier plans that made broad strategic choices for the use & management of lands in the East Kootenay region of British Columbia. The stated intent of the plan is to balance economic, social, & environmental values for the long-term health of the economy, communities, & ecosystems. This report compares the economic & social prospects expected to be generated by plan area resources under the draft Plan with the economic & social prospects outlined in the socio-economic base case document prepared during the formulation of the draft plan. The report begins with an overview of the objectives & intent of the Plan and the socio-economic assessment method. The main section presents results of assessments of plan impacts on the following sectors: coal mining, metals & minerals, energy, forestry, back-country recreation & tourism, agriculture, trapping, and settlements. The final section is a brief conclusion summarizing current & potential significance of Plan impacts in various sectors & activities.
