On 16 November 1994, the 1992 U.N. Law of the Sea Convention took effect. Progress is now evident in the implementation of Chapter 17 of Agenda 21, as reviewed by the 1997 UNGA Special Session. These developments and the establishment of the International Seabed Authority (ISBA) and the International Tribunal for the Law of the Sea (ITLOS) make the continuation of the NILOS Documentary Yearbook, now in its 11th year, of particular significance in the years to come. The Yearbook compiles the documents related to ocean affairs and the law of the sea issued each year by organizations, organs, and bodies of the United Nations system. The main objective of the book is to identify and evaluate the major changes in the Cohesion Policy of the European Union and their effects on Polish regions for the period of 2014 - 2020. The reader will learn how these changes result from the successful agreement on the Multiannual Financial Framework and implementation of the Europe 2020 strategy. Based on these aspects, the authors describe the main change in the Cohesion Policy of the EU, which is the renewed focus on competitiveness and skills to compete within the EU internal and the global market. The territorial approach taken by the EU with respect to entrepreneurial competitiveness is directly linked to the location attractiveness of regions. The authors argue that the new paradigm of the EU' s Cohesion Policy will strengthen the focus on location attractiveness. To illustrate this case, they analyze Poland as one of the most appropriate and relevant Member States to evaluate the new rules underlying EU policies for 2014 - 2020, as Poland is the largest net-beneficiary of the EU budget.

The UK Government has been found guilty of failing to meet EU air quality targets in our cities, some of which will not meet the required limits until 2030. However, meeting EU standards should be the minimum requirement. Regardless of EU rulings it is unacceptable that UK citizens could have their health seriously impaired over decades before this public health problem is brought under control. The Government must act urgently to: The Government must act urgently to: update the 2007 Air Quality Strategy, adopting a cross-Government approach with clear demarcation of responsibilities between departments and between central and local government; meet EU nitrogen dioxide targets as soon as possible; engage with local authorities to establish best practice in tackling air pollution across the UK; introduce a national framework for low emission zones to help local authorities reduce air pollution; adjust planning guidance to protect air quality in local planning and development; build in air quality obligations to transport infrastructure; examine fiscal and other measures to gradually encourage a move away from diesel vehicles towards low emission options; close legal loopholes to end the practice of removing filter systems from existing vehicles; apply pressure at European level to ensure effective EU legislation and emission standards backed up by a robust testing regime; and Institute a national public awareness campaign to increase understanding, publicising the UK-AIR forecast website and encourage measures to reduce air pollution.
