The EE/CA process is a comparative analysis of removal action alternatives and is recorded in the EE/CA document for public review and comment. A conventional EE/CA document generally supports a decision to take a removal action at a specified site or group of sites. McAFB and the regulatory agencies have modified the conventional EE/CA document to facilitate decision making and to streamline the administrative process in the McAFB Installation Restoration Program (IRP). This is accomplished by focusing on the basewide applicability of a single technology (SVE in this case), rather than on a single site. This General Evaluation Document establishes a site selection methodology that defines site conditions conductive to early action and to effective SVE application.
