With the end of the Cold War, many commentators expected a renewed emphasis on domestic policy as a result of this major change in foreign policy. Until the attacks of 11 September 2001, this is exactly what happened. The “new world order” in domestic terms, celebrated the triumph of capitalism and free markets. At this time, Milton Friedman’s economic ideas were all the rage and Keynes completely out of fashion. The economic problems of the 1970s, in combination with the manifest failure of communist economies, had largely discredited the traditional notion of the Left and party rhetoric reflected this. Both the Democrats and Labour had begun in the 1980s (faced with the success of Reagan and Thatcher) a process of redefinition: people talked of “New Democrats” and “New Labour”. During the campaign of 1992, Clinton insisted on the need for a “modern, mainstream agenda” and used key terms often associated with conservatism like “expansion of opportunity”, “choice”, “responsibility” and “reinventing government”. Labour, especially after Tony Blair became leader in 1994, followed the same path. Both the Conservatives and the Republicans had pushed to the right in the late 1970s and continued this trend in the following years. Although their electoral fortunes varied, they increasingly found themselves divided between moderate and more rightwing members. In Britain this division focused on Europe while, in the US, it usually concerned social and ethical questions. By 2010, the Conservatives had attained some cohesion under David Cameron but, the Republicans were openly feuding. This book’s originality lies in its scope, in its comparative aspect, and its inclusion of first person accounts as well as scholarly studies. In particular, the book includes one of the first major analyses of the health care debate from Clinton’s failed attempt to the conclusion of Obama’s successful one. With cosmopolitan illusions put to rest, Europe is now haunted by a pervasive neoliberal transformation of citizenship that subordinates inclusion, protection, and belonging to rationalities of value. Against the backdrop of four major crises - Eurozone, refugee, Brexit, and the COVID-19 pandemic - this book explores how neoliberal citizenship rewrites identities and solidarities in economic terms. The result is a sacralized market order in which those superfluous to economic needs and regarded as unproductive consumers of resources - be they undocumented migrants, debased citizens of austerity, or the elderly in care homes - are excluded and sacrificed for the well-being of the economy. Pushing biopolitical theorizing in novel directions through an investigation of the political economy of scarcity and the theology of the market, Neoliberal Citizenship reveals how a common thread connects the suspension of search-and-rescue missions in the Mediterranean, the punitive bailout of Greece, the widespread adoption of austerity measures, the normalization of racism, the celebration of resilience, and the fact that in Europe and North America, during the first wave of the pandemic, almost half of all COVID-19 deaths were care home residents. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.
The goal of this book is to examine some of the major foreign policy debates in the United Kingdom and the United States in the period from 1992 to 2008: from the end of the Cold War and the aftermath of the first Gulf War to the 2008 American presidential election. The first President Bush spoke in 1991 of a “new world order” – which seemed to mean an American hegemony. The United States was now the world’s only superpower, although a superpower afflicted with weaknesses, especially economic ones. But by 2008 the “new world order” did not seem so new or so strongly American. The period saw the terrorist attacks against the U.S. of 11 September 2001, military problems for the superpower in Afghanistan and Iraq and, by the summer of 2008, near economic collapse. In all of these developments, Britain shared to a lesser or a greater extent. It is hoped that this book will shed an important light both on each nation and on the so-called “special relationship” between the two. Furthermore, this book is also not specifically concerned with policy or how policy is made but with the debate around policy and the rhetoric used to present different points of view. “The ‘Special Relationship’ between the US and Britain remains an enigmatic, ever-changing, but still very powerful factor in world politics. As an examination of their foreign policy discourses reveals, from the perspective of culture and values, few Western countries are as different as the United Kingdom and the US. With very few exceptions – the foreign policies of Gladstone and Tony Blair, and Chruchillian rhetoric, unmatched by his supremely realpolitical politics – British governments abhor talking about values and ideals. The British cultural peculiarity is to dismiss ideology and values as packaging, only to be caught by surprise time and again that they cannot do “business with Herr Hitler”, or that people kill each other for their values, religions, constructed identities and ideologies. Most American governments, by contrast, have had ideological and moral crusades embroidered on their banners in their foreign policy. There is a convergence with Britain when both proclaim that all they are doing is in their self-interest, but the Americans unashamedly assume that what is good for America is good for the world, while the British discourse, with the UK’s decline since 1945, rarely goes that far. A frequent assumption of the American-led ‘war on terror’ and its accompanying discourse originated largely with the George W. Bush Administration, and that there was a counterterrorism policy revolution in the U.S. political arena. Challenging these assumptions, through a genealogical analysis of U.S. terrorism and counterterrorism discourses, this book demonstrates a distinct continuity (and lack of change) of U.S. counterterrorism policy, from Ronald Reagan, to Bill Clinton, and through to George W. Bush. The book focuses on President Clinton’s discursive construction of ‘new terrorism’, or ‘catastrophic terrorism’, and the counterterrorism practices implemented by the Clinton Administration, while simultaneously comparing it with President Reagan’s and President George W. Bush’s approaches to counterterrorism. It shows how the war on terror can be traced to earlier periods, and that the so-called Bush revolution was largely built upon the existing framework established by President Reagan and President Clinton. Prior to the 2001 terrorist attacks, Clinton had expanded Reagan’s first ‘war on terrorism’ discourse and constructed the ‘new terrorism’ discourse, characterised by the notions of borderless threats, ‘home-grown’ terrorism, WMD-terrorism, cyberterrorism, and rogue states. Clinton’s ‘new terrorism’ discourse provided a useful framework for George W. Bush to discursively respond to the terrorist attacks on September 11th, 2001. Aiming to uncover the myth of President George W. Bush’s foreign policy revolution and contribute to a deeper historical understanding of the U.S.-led war on terror, it will be of great use to postgraduates and scholars of US foreign policy, security studies and terrorism studies.
Gender imbalance in elective posts of governance is an issue of concern not only in Kenya but the world over. With affirmative action in place, Kenya has increased the number of women in governance positions slightly especially through nomination. There is still a major challenge on increasing the number of women in governance positions through elections. There are still political and socio-economic challenges to be solved. The study intended to investigate the socio-economic factors that influence the voter to vote for either gender in elections in Kenya with a case study of Kilgoris sub-county(constituency).It particularly sought to assess the effect of culture, religion, education and occupation on gender imbalance in elective posts of governance. Kilgoris sub-county was suitable because of its cosmopolitan nature. The findings of the study were expected to be as representative of the face of Kenya as possible. The study is significant as it does not only increase the already existing body of knowledge in this area of study, but can also help policy makers and the government of Keya in general to restructure civic education curriculum to address the gender issue effectively among voters. Even school curriculum can be reviewed further to address the gender bias issue adequately in order for the Kenyan society to tap the abilities of both genders for prosperity. It is necessary to give both genders equal opportunity to access elective governance positions. Gender imbalance is usually skewed against women yet they are known for some good leadership qualities like pacifying, coalition building, initiating development projects, increased participation through delegation,etc. Review of related other works was crucial right from the formulation of the topic, statement of the problem formulation, data collection and analysis. The research design to employ was descriptive statistics. The target population was the 47,624 registered voters of Kilgoris sub-county. The sample size was 200 respondents arrived at by purposive and random sampling since population is vast. The methodology to be employed in this study will be questionnaire interview. Reliability and validity of research instruments were tested before actual research. Questionnaires were administered to all respondents in the study; an interview schedule was also used to solicit more responses. Theoretical models suitable for this research are the rational choice model and the sociological model which provided a framework for analyzing the factors for the voter’s preference in the context of a general election in Kenya (presidential, gubernatorial, parliamentary, senatorial and county assembly positions).Data analysis was done by use of software package for social sciences and presented using percentages and pie charts, accompanied by explanations.
