This study identifies the knowledge, skills, abilities, and other personal characteristics needed in individuals who will be responsible for implementing strategic diversity plans in the Department of Defense (DoD). The authors interviewed more than 60 diversity leaders in industry, the public sector (including DoD), and academia and reviewed relevant scientific literature, education programs, and advertised job requirements.
Religion in Uniform argues powerfully that Americans must reform their military’s chaplaincy. Americans fund this public project to serve all persons in the armed forces, but the chaplaincy currently fails to do so. Waggoner shows that Americans’ support for keeping chaplain positions in the military has always rested on a mix of political, military, and religious rationales that continue to evolve. He argues political, military, and theological reasons to eradicate bias, gender discrimination and sexual violence in the chaplain corps and to stop the use of chaplains in strategic roles abroad. Acknowledging that Christian groups are providing the strongest support for the chaplaincy’s status quo, Waggoner contests the specific theological claims that underwrite their policies. He launches a new, critical and constructive discussion about US military religion for the twenty-first century.
The U.S. military can be thought of as a microcosm of American society, bringing in people from diverse backgrounds and history to defend one nation. One of NATO’s objectives is a better understanding of the human and social aspects of security-related issues. This book presents the proceedings of the NATO Science for Peace and Security Advanced Research Workshop (ARW), Leadership Development Programme on Gender and Diversity, Peace, Risk and Emergency Preparedness and Collaboration, held in Tønsberg, Norway, on 11-12 December 2018, one of the aims of which was to strengthen organizational leadership. The workshop firmly established the collaboration between Japan and other NATO countries with regard to Women, Peace and Security (WPS). The workshop gave the participating leaders and researchers an opportunity to meet and debate, to learn and to build networks of leaders for change. This book consists of fourteen chapters, including a summarizing introductory chapter. It explores topics related to the way in which continued progress and change in institutional behaviors require an approach focused on altering perspectives, and enhancing the skill sets of leaders. Each chapter stands alone, but is ordered within the framework of the Societal Programme Model (SPM) described in Chapter 1. How do armies fight and what makes them victorious on the modern battlefield? In Divided Armies, Jason Lyall challenges long-standing answers to this classic question by linking the fate of armies to their levels of inequality. Introducing the concept of military inequality, Lyall demonstrates how a state's prewar choices about the citizenship status of ethnic groups within its population determine subsequent battlefield performance. Treating certain ethnic groups as second-class citizens, either by subjecting them to state-sanctioned discrimination or, worse, violence, undermines interethnic trust, fuels grievances, and leads victimized soldiers to subvert military authorities once war begins. The higher an army's inequality, Lyall finds, the greater its rates of desertion, side-switching, casualties, and use of coercion to force soldiers to fight. In a sweeping historical investigation, Lyall draws on Project Mars, a new dataset of 250 conventional wars fought since 1800, to test this argument. Project Mars breaks with prior efforts by including overlooked non-Western wars while cataloguing new patterns of inequality and wartime conduct across hundreds of belligerents. Combining historical comparisons and statistical analysis, Lyall also marshals evidence from nine wars, ranging from the Eastern Fronts of World Wars I and II to less familiar wars in Africa and Central Asia, to illustrate inequality's effects.
