This report's authors identify capabilities the Air Force needs to carry out distributed operations in a contested environment. They then assess whether the current force presentation model can provide such capabilities.
In this monograph, Robert Haddick examines a variety of emerging technologies and techniques that could improve the sustainment and effectiveness of distributed SOF operations, especially in access-denied environments. He begins by describing a challenging yet plausible notional unconventional warfare campaign scenario. He describes how current SOF planners would attempt to cope with this scenario under current doctrine and sustainment capabilities, explores current and emerging technologies that could provide new options and capabilities, and evaluates new technologies that promise to reduce logistic demand for distributed SOF operations. Haddick proposes research and development recommendations that provide SOF with capabilities that improve their capacity to execute clandestine UW campaigns in denied areas. This monograph helps close the gap between current conditions and what will be necessary in an access-denied future.
A key technical issue for future Air Force systems is to improve their ability to survive. Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.
In the pantheon of air power spokesmen, Giulio Douhet holds center stage. His writings, more often cited than perhaps actually read, appear as excerpts and aphorisms in the writings of numerous other air power spokesmen, advocates-and critics. Though a highly controversial figure, the very controversy that surrounds him offers to us a testimonial of the value and depth of his work, and the need for airmen today to become familiar with his thought. The progressive development of air power to the point where, today, it is more correct to refer to aerospace power has not outdated the notions of Douhet in the slightest In fact, in many ways, the kinds of technological capabilities that we enjoy as a global air power provider attest to the breadth of his vision. Douhet, together with Hugh “Boom” Trenchard of Great Britain and William “Billy” Mitchell of the United States, is justly recognized as one of the three great spokesmen of the early air power era. This reprint is offered in the spirit of continuing the dialogue that Douhet himself so perceptively began with the first edition of this book, published in 1921. Readers may well find much that they disagree with in this book, but also much that is of enduring value. The vital necessity of Douhet’s central vision-that command of the air is all important in modern warfare-has been proven throughout the history of wars in this century, from the fighting over the Somme to the air war over Kuwait and Iraq.
General Kenney Reports is a classic account of a combat commander in action. General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

The Commandant's Planning Guidance (CPG) provides the 38th Commandant's strategic direction for the Marine Corps and mirrors the function of the Secretary of Defense's Defense Planning Guidance (DPG). It serves as the authoritative document for Service-level planning and provides a common direction to the Marine Corps Total Force. It also serves as a road map describing where the Marine Corps is going and why; what the Marine Corps force development priorities are and are not; and, in some instances, how and when prescribed actions will be implemented. This CPG serves as my Commandant's Intent for the next four years. As Commandant Neller observed, "The Marine Corps is not organized, trained, equipped, or postured to meet the demands of the rapidly evolving future operating environment." I concur with his diagnosis. Significant change is required to ensure we are aligned with the 2018 National Defense Strategy (NDS) and DPG, and further, prepared to meet the demands of the Naval Fleet in executing current and emerging operational naval concepts. Effecting that change will be my top priority as your 38th Commandant. This CPG outlines my five priority focus areas: force design, warfighting, education and training, core values, and command and leadership. I will use these focal areas as logical lines of effort to frame my thinking, planning, and decision-making at Headquarters Marine Corps (HQMC), as well as to communicate to our civilian leadership. This document explains how we will translate those focus areas into action with measurable outcomes. The institutional changes that follow this CPG will be based on a long-term view and singular focus on where we want the Marine Corps to be in the next 5-15 years, well beyond the tenure of any one Commandant, Presidential administration, or Congress. We cannot afford to retain outdated policies, doctrine, organizations, or force development strategies. The coming decade will be characterized by conflict, crisis, and rapid change - just as every decade preceding it. And despite our best efforts, history demonstrates that we will fail to accurately predict every conflict; will be surprised by an unforeseen crisis; and may be late to fully grasp the implications of rapid change around us. The Arab Spring, West African Ebola Outbreak, Scarborough Shoal standoff, Russian invasion of eastern Ukraine, and weaponization of social media are but a few recent examples illustrating the point. While we must accept an environment characterized by uncertainty, we cannot ignore strong signals of change nor be complacent when it comes to designing and preparing the force for the future. What is abundantly clear is that the future operating environment will place heavy demands on our Nation's Naval Services. Context and direction is clearly articulated in the NDS and DPG as well as testimony from our uniformed and civilian leadership. No further guidance is required; we are moving forward. The Marine Corps will be trained and equipped as a naval expeditionary force-in-readiness and prepared to operate inside actively contested maritime spaces in support of fleet operations. In crisis prevention and crisis response, the Fleet Marine Force - acting as an extension of the Fleet - will be first on the scene, first to help, first to contain a brewing crisis, and first to fight if required to do so. The Marine Corps will be the "force of choice" for the President, Secretary, and Combatant Commander - "a certain force for an uncertain world" as noted by Commandant Krulak. No matter what the crisis, our civilian leaders should always have one shared thought - Send in the Marines.
Annually, CSIS senior adviser Mark Cancian publishes a series of papers on U.S. military forces—their composition, new initiatives, long-term trends, and challenges. The overall theme of this year’s report is the struggle to align forces and strategy because of budget tradeoffs that even defense buildups must make, unrelenting operational demands that stress forces and prevent force structure reductions, and legacy programs whose smooth operations and strong constituencies inhibit rapid change. This report takes a deeper look at the strategic and budget context, the military services, special operations forces, DOD civilians and contractors, and non-DOD national security organizations in the FY 2020 budget.
Dr. Greg Zacharias, former Chief Scientist of the United States Air Force (2015-18), explores next steps in autonomous systems (AS) development, fielding, and training. This anthology discusses the converging operational issues of air base defense and counterinsurgency. It explores the diverse challenges associated with defending air assets and joint personnel in a counterinsurgency environment. The authors are primarily Air Force officers from security forces, intelligence, and the office of special investigations, but works are included from a US Air Force pilot and a Canadian air force officer. The authors examine lessons from Vietnam, Iraq, Afghanistan, and other conflicts as they relate to securing air bases and sustaining air operations in a high-threat counterinsurgency environment. The essays review the capabilities, doctrine, tactics, and training needed in base defense operations and recommend ways in which to build a strong, synchronized ground defense partnership with joint and combined forces. The authors offer recommendations on the development of combat leaders with the depth of knowledge, tactical and operational skill sets, and counterinsurgency mind set necessary to be effective in the modern asymmetric battlefield.
