Agricultural mechanization in Africa south of the Sahara — especially for small farms and businesses — requires a new paradigm to meet the needs of the continent’s evolving farming systems. Can Asia, with its recent success in adopting mechanization, offer a model for Africa? An Evolving Paradigm of Agricultural Mechanization Development analyzes the experiences of eight Asian and five African countries. The authors explore crucial government roles in boosting and supporting mechanization, from import policies to promotion policies to public good policies. Potential approaches presented to facilitating mechanization in Africa include prioritizing market-led hiring services, eliminating distortions, and developing appropriate technologies for the African context. The role of agricultural mechanization within overall agricultural and rural transformation strategies in Africa is also discussed. The coronavirus pandemic has upended local, national, and global food systems, and put the Sustainable Development Goals further out of reach. But lessons from the world’s response to the pandemic can help address future shocks and contribute to food system change. In the 2021 Global Food Policy Report, IFPRI researchers and other food policy experts explore the impacts of the pandemic and government policy responses, particularly for the poor and disadvantaged, and consider what this means for transforming our food systems to be healthy, resilient, efficient, sustainable, and inclusive. Chapters in the report look at balancing health and economic policies, promoting healthy diets and nutrition, strengthening social protection policies and inclusion, integrating natural resource protection into food sector policies, and enhancing the contribution of the private sector. Regional sections look at the diverse experiences around the world, and a special section on finance looks at innovative ways of funding food system transformation. Critical questions addressed include: - Who felt the greatest impact from falling incomes and food system disruptions caused by the pandemic? - How can countries find an effective balance among health, economic, and social policies in the face of crisis? - How did lockdowns affect diet quality and quantity in rural and urban areas? - Do national social protection systems such as cash transfers have the capacity to protect poor and vulnerable groups in a global crisis? - Can better integration of agricultural and ecosystem polices help prevent the next pandemic? - How did companies accelerate ongoing trends in digitalization and integration to keep food supply chains moving? - What different challenges did the pandemic spark in Asia, Africa, and Latin America and how did these regions respond?
Between 1970 and 2009, India has overcome many infrastructural, market, and institutional challenges to transition from a dairy importing nation to the top producer in the world of both buffalo and goat milk, as well as the sixth largest producer of cow milk. In India, at least 100 million households are involved in farming and 70 million have dairy cattle. In India, dairy production is important for employment, income levels, and the nutritional quality of diets. Milk production in India is dominated by smallholder farmers including landless agricultural workers. For example, 80 percent of milk comes from farms with only two to five cows. A well-known smallholder dairy production initiative, Operation Flood, laid the foundation for a dairy cooperative movement that presently ensures returns on dairy investments to 13 million members. Operation Flood also advanced infrastructural improvements to enable the procurement, processing, marketing, and production of milk and to link India's major metropolitan cities with dairy cooperatives nationwide. This intervention transformed the policy environment, brought significant technological advancements into the rural milk sector, established many village cooperatives, and oriented the dairy industry toward markets.

Health-related incentives to reward effort or commitment are commonplace in many professional contracts throughout the world. Typically absent from small-scale agriculture in poor countries, such incentives may help overcome both health issues for remote rural families and supply issues for firms. Using a randomized control design, we investigate the impact of adding a micronutrient-fortified product in contracts between a Senegalese dairy processing factory and its seminomadic milk suppliers. Findings show significant increases in frequency of delivery but only limited impacts on total milk delivered. These impacts are time sensitive and limited mostly to households where women are more in control of milk contracts.
China and India are the most extraordinary economic success stories of the developing world. Both nations’ economies have grown dramatically over the past few decades, elevating them from two of the world’s poorest countries into projected economic superpowers. As a result, the numbers of Chinese and Indians living in poverty have rapidly fallen and per capita incomes in China and India have quadrupled and doubled, respectively. This book investigates the reasons for these staggering accomplishments and the lessons that can be applied both to other developing nations and to the problem of poverty that remains in these two countries.
