This book analyses the making of the international world of ‘natural’ disasters by its professionals. Through a long-term ethnographic study of this arena, the author unveils the various elements that are necessary for the construction of an international world: a collective narrative, a shared language, and standardized practices. The book analyses the two main framings that these professionals use to situate themselves with regards to a disaster: preparedness and resilience, arguing that the making of the world of ‘natural’ disasters reveals how heterogeneous, conflicting, and sometimes competing elements are put together.
This book uses narrative responses to the 2010 Haiti earthquake as a starting point for an analysis of notions of disaster, vulnerability, reconstruction and recovery. The turn to a wide range of literary works enables a composite comparative analysis, which encompasses the social, political and individual dimensions of the earthquake. This book focuses on a vision of an open-ended future, otherwise than as a threat or fear. Mika turns to concepts of hinged chronologies, slow healing and remnant dwelling. Weaving theory with attentive close-readings, the book offers an open-ended framework for conceptualising post-disaster recovery and healing. These processes happen at different times and must entail the elimination of compound vulnerabilities that created the disaster in the first place. Challenging characterisations of the region as a continuous catastrophe this book works towards a bold vision of Haiti’s and the Caribbean’s futures. The study shows how narratives can extend some of the key concepts within discipline-bound approaches to disasters, while making an important contribution to the interface between disaster studies, postcolonial ecocriticism and Haitian Studies.
This book examines the history of disaster management in South Africa, showing how experts, professionals and policymakers have crafted and implemented disaster policies from the mid-twentieth century to the present day. This book presents an original interdisciplinary approach to the study of the so-called ‘recovery phase’ in disaster management, centred on the notion of repairing. The volume advances thinking on disaster recovery that goes beyond institutional and managerial challenges, descriptions and analyses. It encourages socially, politically and ethically engaged questioning of what it means to recover after disaster. At the centre of this analysis, contributions examine the diversity of processes of repairing through which recovery can take place, and the varied meanings actors attribute to repair at different times and scales of such processes. The book sets out to address this seemingly simple question, after large scale floods devastated Pakistan in 2010 and then again in 2011. Along the way it delves into rich detail about people's everday encounters with the state in Pakistan, uncovers postcolonial discourses on rights of citizenship and dispels mainstream understanding of Islamist groups as presenting an alternative development paradigm to the state.
