African Diplomacy: The UN Experience deals with some of the many issues, affecting Africa, which came before the United Nations in the immediate, post-independence period. Of major importance were the establishment of the Economic Commission for Africa, and the revocation of the Mandate which conferred on South Africa responsibility for the administration of the Trusteeship Territory of South West Africa. The book also deals with some policy issues not strictly within the ambit of the United Nations, but which were of special international significance, such as the interminable controversy regarding Chinese representation in the United Nations (1950-1967), the Commonwealth initiative to end the conflict in Vietnam, and the complexities of multilateral diplomacy. The final chapter “Reflections on Some Contemporary Issues” discusses current issues of topical interest, including the effect of the Cold War on diplomatic practice, globalization, economic development, foreign aid, peacekeeping, and the failure of party politics in Africa. While the episodes dealt with in the book are not all in strict chronological order, they have been arranged to enable the flow of the narrative without departing unduly from the general chronology of the events.

Moving beyond a self-indulgent attitude about Africa’s historical victimhood, the book seeks to capture how African states individually and Africa’s collective institutions (the AU) are providing agency in Africa’s international relations. While African states have been trailblazers in such ideas as ‘The Responsibility to Protect’, as conceived in the African Union Constitutive Act (2001) which preceded the United Nations (UN) Secretary General’s report “In Larger Freedom” (2005) in which the UN adopted the concept, African agency in international relations has not always been captured proactively. This volume seeks to document Africa (and African states) in a state of proactivity as opposed to a reactionary mode of international relations which has long been the case due to the discipline’s heavy concentration on the West. The main themes explored are: African agency in international relations and commerce, agency in Africa’s balancing of big and regional powers, reshaping Africa-EU relations beyond the Cotonou Agreements, Africa and international human rights institutions, African efforts in elections and conflicts in Africa and relationship building among African leaders.
The book seeks to understand China's evolving political and economic role in Africa and assesses what impacts Chinese aid, trade and investment have on the politics of specific African countries, and the extent to which it excites geopolitical competition.
Three previous RAND volumes examined the record of American-, United Nations (UN)-, and European-led peacekeeping, peace enforcement, and postconflict stabilization operations. This volume considers similar missions by the African Union and several subregional African organizations. These missions range from mediation and traditional peacekeeping to peace enforcement and extended counterinsurgency campaigns. This report contains case studies of six of these missions in Burundi, the Central African Republic, Darfur, the Comoros, Somalia, and the Lake Chad Basin. The case studies are followed by a statistical comparison of U.S., UN, European, and African missions. The report concludes with recommendations for the relevant African institutions, the UN, and other organizations and governments interested in peace and security in Africa.Of the six missions examined, two were ultimately successful, and three have shown some progress. What is most remarkable and commendable about Africa's institutional role in regional peace operations is the level of cooperation generally achieved among the states most directly affected by these conflicts. African countries do not all agree with one another but instead have established effective consultation processes. They are also able to form ad hoc coalitions to pursue their shared interests. African-led peace operations have shown the flexibility to undertake a range of different types of tasks, up to and including high-intensity combat, under different subregional or continent-wide institutions, supported by varying partners. African institutions will likely develop new capabilities for peace operations, especially if new funds become available.
