How digital networks are positioned within the enduring structures of coloniality The revolutionary aspirations that fueled decolonization circulated on paper—as pamphlets, leaflets, handbills, and brochures. Now—as evidenced by movements from the Arab Spring to Black Lives Matter—revolutions, protests, and political dissidence are profoundly shaped by information circulating through digital networks. Digital Unsettling is a critical exploration of digitalization that puts contemporary “decolonizing” movements into conversation with theorizations of digital communication. Sahana Udupa and Ethiraj Gabriel Dattatreyan interrogate the forms, forces, and processes that have reinforced neocolonial relations within contemporary digital environments, at a time when digital networks—and the agendas and actions they proffer—have unsettled entrenched hierarchies in unforeseen ways. Digital Unsettling examines events—the toppling of statues in the UK, the proliferation of #BLM activism globally, the rise of Hindu nationalists in North America, the trolling of academics, among others—and how they circulated online and across national boundaries. In doing so, Udupa and Dattatreyan demonstrate how the internet has become the key site for an invigorated anticolonial internationalism, but has simultaneously augmented conditions of racial hierarchy within nations, in the international order, and in the liminal spaces that shape human migration and the lives of those that are on the move. Digital Unsettling establishes a critical framework for placing digitalization within the longue durée of coloniality, while also revealing the complex ways in which the internet is entwined with persistent global calls for decolonization.
What life during lockdown reveals about digital inequality. The vast majority of people in wealthy, highly connected, or digitally privileged societies may have crossed the digital divide, but being online does not mean that everyone is equally connected—and digital inequality reflects experience both online and off. In Connected in Isolation Eszter Hargittai looks at how this digital disparity played out during the unprecedented isolation imposed in the early days of the coronavirus pandemic. During initial COVID-19 lockdowns the Internet, for many, became a lifeline, as everything from family get-togethers to doctor’s visits moved online. Using survey data collected in April and May of 2020 in the United States, Italy, and Switzerland, Hargittai explores how people from varied backgrounds and differing skill levels were able to take advantage of digital media to find the crucial information they needed—to help loved ones, procure necessities, understand rules and risks. Her study reveals the extent to which long-standing social and digital inequalities played a critical role in this move toward computer-mediated communication—and were often exacerbated in the process. However, Hargittai notes, context matters: her findings reveal that some populations traditionally disadvantaged with technology, such as older people, actually did better than others, in part because of the continuing importance of traditional media, television in particular. The pandemic has permanently shifted how reliant we are upon online information, and the implications of Hargittai’s groundbreaking comparative research go far beyond the pandemic. Connected in Isolation informs and expands our understanding of digital media, including how they might mitigate or worsen existing social disparities; whom they empower or disenfranchise; and how we can identify and expand the skills people bring to them.

Online learning has become an increasing presence in higher education course design, with most courses combining physical real time engagement with asynchronous learning activity. Over the last decade, subscription video-on-demand (SVOD) services, including Netflix, Prime Video, and Disney+, have begun commissioning and financing their own original movies and TV shows, changing the way and the rate at which content is produced across the globe, from Mexico City to Mumbai. She then moved back to London in order to work with de Gaulle. Published posthumously The Need for Roots was a direct result of this collaboration. Its purpose was to help rebuild France after the war. In this, her most famous book, Weil reflects on the importance of religious and political social structures in the life of the individual. She wrote that one of the basic obligations we have as human beings is to not let another suffer from hunger. Equally as important, however, is our duty towards our community: we may have declared various human rights, but we have overlooked the obligations and this has left us self-righteous and rootless. Shifts the narrative around the history of US higher education to examine its colonial past. Over the past several decades, higher education in the United States has been shaped by marketization and privatization. Efforts to critique these developments often rely on a contrast between a bleak present and a romanticized past. In Unsettling the University, Sharon Stein offers a different entry point—one informed by decolonial theories and practices—for addressing these issues. Stein describes the colonial violence underlying three of the most celebrated moments in US higher education history: the founding of the original colonial colleges, the creation of land-grant colleges and universities, and the post–World War II "Golden Age." Reconsidering these historical moments through a decolonial lens, Stein reveals how the central promises of higher education—the promises of continuous progress, a benevolent public good, and social mobility—are fundamentally based on racialized exploitation, expropriation, and ecological destruction. Unsettling the University invites readers to confront universities' historical and ongoing complicity in colonial violence; to reckon with how the past has shaped contemporary challenges at institutions of higher education; and to accept responsibility for redressing harm and repairing relationships in order to reimagine a future for higher education rooted in social and ecological accountability.
