Causes for it have been the latest technological developments, Big Data, and the need for medical elucidation of patients. Unfortunately, Germany is not considered to be the pioneer in digitizing medical care in comparison to leading countries in the European Union, although the opportunities are promising. Next to ethical and technical challenges one major threat is created by the high quality of data security, which is required by German and European law, especially starting from 2018, when the new EU General Data Protection Regulation is entering into force. This survey paper will firstly shed a light on opportunities and challenges of healthcare digitization in Germany before elaborating on the detailed root causes of harming the digitalization. The main focus will be to provide high quality data security in hospital IT in line with the applying laws and regulations. Therefore, two approaches by different authors will be assessed and compared.

The German health care system is on a collision course with budget realities. Costs are high and rising, and quality problems are becoming ever more apparent. Decades of reforms have produced little change to these troubling trends. Why has Germany failed to solve these cost and quality problems? The reason is that Germany has not set value for patients as the overarching goal, defined as the patient health outcomes achieved per euro expended. Digital health and medical informatics have grown in importance in recent years, and have now become central to the provision of effective healthcare around the world. This book presents the proceedings of the 30th Medical Informatics Europe conference (MIE). This edition of the conference, hosted by the European Federation for Medical Informatics (EFMI) since the 1970s, was due to be held in Geneva, Switzerland in April 2020, but as a result of measures to prevent the spread of the Covid19 pandemic, the conference itself had to be cancelled.
