This book is dedicated to Joachim Jens Hesse, a scholar whose multi-faceted work may be characterised as an attempt at "crossing borders" in several respects. These primarily include fostering interdisciplinary cooperation between law, economics and social sciences, analysing public sector developments in an international and intercultural perspective as well as bridging the "gap" between academia and practical politics. Therefore, the volume deals with a subject that covers these features in an exemplary manner: the interrelationship between nation-state constitutions and their international environments. In this context, ongoing processes of transnationalisation have not only contributed to blurring the formerly clear-cut boundaries between these two domains, but also provoked a growing interest in and demand for comparative, interdisciplinary and applied research on constitutional developments. The authors of this Festschrift include eminent lawyers, economists and political scientists from Europe, the United States and East Asia who worked together with Joachim Jens Hesse in various contexts.
This book, first published in 2000, is a systematic analysis of German public opinion at the outbreak of the Great War and the first treatment of the myth of the 'spirit of 1914', which stated that in August 1914 all Germans felt 'war enthusiasm' and that this enthusiasm constituted a critical moment in which German society was transformed. Jeffrey Verhey's powerful study demonstrates that the myth was historically inaccurate. Although intellectuals and much of the upper class were enthusiastic, the emotions and opinions of most of the population were far more complex and contradictory. The book further examines the development of the myth in newspapers, politics and propaganda, and the propagation and appropriation of this myth after the war. His innovative analysis sheds light on German experience of the Great War and on the role of political myths in modern German political culture.

This book examines Max Weber's understanding of bureaucracy by applying his ideas to the development of officialdom from the ninth century to the present in six territories: England, Sweden, France, Germany, Spain, and Hungary. Edward Page takes a broad view of bureaucracy that includes not only officials in important central or national institutions but also those providing goods and services locally. The 'scorecard' is based on expected developments in four key areas of Weber's analysis: the functional differentiation of tasks within government, professionalism, formalism, and monocracy. After discussing the character of officialdom in the ninth, twelfth, fifteenth, eighteenth, and twenty-first centuries, the book reveals that Weber's scorecard has a mixed record, especially weak in its account of the development of monocracy and formalism. A final chapter discusses alternative conceptions of bureaucratic development and sets out an account based on understanding processes of routinization, institutional integration, and the instrumentalization of law.
