Las Tecnologías de la Información y la Comunicación (TIC) están presentes en diferentes ámbitos y su uso se está convirtiendo en una condición indispensable para desenvolverse en la sociedad de la información. Aunque en los últimos años las TIC se han expandido considerablemente existen ciertos sectores de la población con escasas posibilidades para acceder a estas tecnologías, debido principalmente a dificultades económicas y de formación, como es el caso de las personas con discapacidad intelectual. Este hecho está provocando que surja una división entre los que tienen acceso a las TIC y los que no, produciéndose así el fenómeno de la "brecha digital". Esta brecha está generando una nueva forma de exclusión social: la "infoexclusión". El Sistema de Formación BIT es un sistema dirigido a paliar la "brecha digital" facilitando el aprendizaje de las TIC a personas con síndrome de Down y/o discapacidad intelectual. El acceso a las TIC mediante la participación en este Sistema de Formación posibilita que personas con limitaciones cognitivas aprendan a utilizar herramientas informáticas de uso común. La aplicación de diferentes pruebas estadísticas a los resultados ofrecidos por una muestra de ciento cuarenta y tres personas con síndrome de Down indican que el Sistema de Formación BIT es un sistema eficaz para que personas con discapacidad intelectual aprendan a utilizar las TIC. Además las personas que formaron parte del grupo experimental participando en el Sistema de Formación BIT, obtuvieron mejoras significativas en procesos cognitivos relacionados con la atención, velocidad psicomotora y discriminación visual. La realización de un análisis de regresión permitió comprobar que la edad, el cociente intelectual, el análisis y reproducción de relaciones espaciales, la percepción de la constancia de la forma y la memoria a corto plazo influyen de forma significativa en el aprendizaje de las TIC en personas con síndrome de Down.
