In Democracy against Development, Jeffrey Witsoe investigates this counter-narrative, uncovering an antagonistic relationship between recent democratic mobilization and development-oriented governance in India. Witsoe looks at the history of colonialism in India and its role in both shaping modern caste identities and linking locally powerful caste groups to state institutions, which has effectively created a postcolonial patronage state. He then looks at the rise of lower-caste politics in one of India’s poorest and most populous states, Bihar, showing how this increase in democratic participation has radically threatened the patronage state by systematically weakening its institutions and disrupting its development projects. By depicting democracy and development as they truly are in India—in tension—Witsoe reveals crucial new empirical and theoretical insights about the long-term trajectory of democratization in the larger postcolonial world.
In this ambitious book, Eva Bellin examines the dynamics of democratization in late-developing countries where the process has stalled. Bellin focuses on the pivotal role of social forces and particularly the reluctance of capital and labor to champion democratic transition, contrary to the expectations of political economists versed in earlier transitions. Bellin argues that the special conditions of late development, most notably the political paradoxes created by state sponsorship, fatally limit class commitment to democracy. In many developing countries, she contends, those who are empowered by capitalist industrialization become the allies of authoritarianism rather than the agents of democratic reform.Bellin generates her propositions from close study of a singular case of stalled democracy: Tunisia. Capital and labor's complicity in authoritarian relapse in that country poses a puzzle. The author's explanation of that case is made more general through comparison with the cases of other countries, including Mexico, Indonesia, South Korea, Turkey, and Egypt. Stalled Democracy also explores the transformative capacity of state-sponsored industrialization. By drawing on a range of real-world examples, Bellin illustrates the ability of developing countries to reconfigure state-society relations, redistribute power more evenly in society, and erode the peremptory power of the authoritarian state, even where democracy is stalled.

Mali, a country rich with history and culture, but one of the poorest in the world, emerged in the 1990s as one of Africa's most vibrant democracies. Strengthened by bold political and economic reforms at home, Mali has emerged as a leader in African peace keeping efforts. How has such a transition taken place? How have these changes built on Mali's rich heritage? These are the questions that the contributors to this volume have addressed. During the past twenty-five years, the scholarly research and applied development work of Michigan State University faculty and students in Mali represents the most significant combined, long-term, and continuing contribution of any group of university faculty in the United States or Europe to the study of Malian society, economy, and politics. The applied nature of much of this work has resulted in a significant number of working papers, reports, and conference presentations. This volume represents a coherent and connected set of essays from one American university with a widely known and highly respected role in African development. While the essays identify and review Mali's unique historical and contemporary path to democracy and development, they also contribute to the advancement of theoretical knowledge about African development.
Do Third World countries benefit from having large militaries, or does this impede their development? Kirk Bowman uses statistical analysis to demonstrate that militarization has had a particularly malignant impact in this region. For his quantitative comparison he draws on longitudinal data for a sample of 76 developing countries and for 18 Latin American nations. To illuminate the causal mechanisms at work, Bowman offers a detailed comparison of Costa Rica and Honduras between 1948 and 1998. The case studies not only serve to bolster his general argument about the harmful effects of militarization but also provide many new insights into the processes of democratic consolidation and economic transformation in these two Central American countries.
Latin America is currently caught in a middle-quality institutional trap, combining flawed democracies and low-to-medium capacity States. Yet, contrary to conventional wisdom, the sequence of development - Latin America has democratized before building capable States - does not explain the region's quandary. States can make democracy, but so too can democracy make States. Thus, the starting point of political developments is less important than whether the State-democracy relationship is a virtuous cycle, triggering causal mechanisms that reinforce each other. However, the State-democracy interaction generates a virtuous cycle only under certain macroconditions. In Latin America, the State-democracy interaction has not generated a virtuous cycle: problems regarding the State prevent full democratization and problems of democracy prevent the development of state capacity. Moreover, multiple macroconditions provide a foundation for this distinctive pattern of State-democracy interaction. The suboptimal political equilibrium in contemporary Latin America is a robust one.
Sovereignty, Democracy, and Global Civil Society explores the growing power of nongovernmental organizations (NGOs) by analyzing a microcosm of contemporary global state-society relations at UN World Conferences. The intense interactions between states and NGOs at conferences on the environment, human rights, women's issues, and other topics confirm the emergence of a new transnational democratic sphere of activity. Employing both regional and global case studies, the book charts noticeable growth in the ability of NGOs to build networks among themselves and effect change within UN processes. Using a multidimensional understanding of state sovereignty, the authors find that states use sovereignty to shelter not only material interests but also cultural identity in the face of external pressure. This book is unique in its analysis of NGO activities at the international level as well as the complexity of nation-states' responses to their new companions in global governance.
