Uganda has extensive protected areas and iconic wildlife (including mountain gorillas), which exist within a complex social and political environment. In recent years Uganda has been seen as a test bed and model case study for numerous and varied approaches to address complex and connected conservation and development challenges. This volume reviews and assesses these initiatives, collecting new research and analyses both from emerging scholars and well-established academics in Uganda and around the globe. Approaches covered range from community-based conservation to the more recent proliferation of neoliberalised interventions based on markets and payments for ecosystem services. Drawing on insights from political ecology, human geography, institutional economics, and environmental science, the authors explore the challenges of operationalising truly sustainable forms of development in a country whose recent history is characterised by a highly volatile governance and development context. They highlight the stakes for vulnerable human populations in relation to of large and growing socioeconomic inequalities, as well as for Uganda’s rich, unique, and globally significant biodiversity. They illustrate the conflicts that occur between competing claims of conservation, agriculture, tourism, and the energy and mining industries. Crucially, the book draws out lessons that can be learned from the Ugandan experience for conservation and development practitioners and scholars around the world.
Multidisciplinary perspectives to governance of oil in African countries Large quantities of oil were discovered in the Albertine Rift Valley in Western Uganda in 2006. The sound management of these oil resources and revenues is undoubtedly one of the key public policy challenges for Uganda as it is for other African countries with large oil and/or gas endowments. With oil expected to start flowing in 2021, the current book analyses how this East African country is preparing for the challenge of effectively, efficiently, and transparently managing its oil sector and resources. Adopting a multidisciplinary, comprehensive, and comparative approach, the book identifies a broad scope of issues that need to be addressed in order for Uganda to realise the full potential of its oil wealth for national economic transformation. Predominantly grounded in local scholarship and including chapters drawing on the experiences of Nigeria, Ghana, and Kenya, the book blazes a trail on governance of African oil in an era of emerging producers. Science, Technology and Innovation in Uganda is part of the World Bank Studies series. These papers are published to communicate the results of the Bank s ongoing research and to stimulate public discussion. This study presents a unique methodology to view science, technology and innovation (STI) in developing countries. The study provides a set of cases studies drawn from a diverse range of experiences across the Ugandan private sector and offers concrete policy recommendations on how to support broader development of STI in Uganda. The study finds that of all the STI challenges facing firms, universities, and public research organizations in Uganda, the barriers to collaboration and communication are the most urgent in terms of STI priorities to address in the coming years.
This study of charity in Uganda “challenges current international development norms and standards . . . as . . . refusals to redistribute wealth” (Washington Post). Believing that charity inadvertently legitimates social inequality and fosters dependence, many international development organizations have increasingly sought to replace material aid with efforts to build self-reliance and local institutions. But in some cultures—like those in rural Uganda, where Having People, Having Heart takes place—people see this shift not as an effort toward empowerment but as a suspect refusal to redistribute wealth. Exploring this conflict, China Scherz balances the negative assessments of charity that have led to this shift with the viewpoints of those who actually receive aid. Through detailed studies of two different orphan support organizations in Uganda, Scherz shows how many Ugandans view material forms of Catholic charity as deeply intertwined with their own ethics of care and exchange. With a detailed examination of this overlooked relationship in hand, she reassesses the generally assumed paradox of material aid as both promising independence and preventing it. In recent years Uganda has consistently been one of the fastest growing economies in Africa, leading to a substantial reduction in poverty. This book looks at how the country managed to carry out this economic transformation in the wake of Idi Amin's rule and the civil war of the 1980s.
The Anti-Homosexuality (dubbed “Kill the Gays”) Bill of 2009 propelled Uganda to the forefront of global media. In its initial manifestation, the Bill threatened to penalize “aggravated homosexuality” with the death penalty. The media attention earned by the proposed legislation opened avenues for transnational cooperation and communication between US-based Human and LGBTI Rights organizations and kuchu (or LGBTI) Ugandans. The Economies of Queer Inclusion focuses on this transnational relationship and the complications that arise when international currency and professionalization transform grassroots organizing. This book excavates how transnational advocacy, which aims to empower LGBTI rights activism, actually restructures and, in some cases, limits local movements. With interview and ethnographic data with activists in Kampala, Uganda and New York City, the research highlights how the introduction of international attention and funding causes organizations to restructure their movement goals and strategies in order to best attract desired partners. The funder-funded relationship causes both local discord and transnational divestment from alternative forms of organizing. The research presents a compelling, counter-narrative that exposes that the development of this economy did not occur because of the Anti-Homosexuality, but rather inspired the legislation and then peaked in the five years following. As an engaged, ethnographic look into a social justice movement, the text explores organizational structures and activist strategies in order to critique and strengthen future mobilization. Accordingly, the text applies various sociological and critical race theories to provide an incisive and in-depth exploration of a powerful political moment.
The discovery of oil in Uganda in 2006 ushered in an oil-age era with new prospects of unforeseen riches. However, after an initial exploration boom developments stalled. Unlike other countries with major oil discoveries, Uganda has been slow in developing its oil. In fact, over ten years after the first discoveries, there is still no oil. During the time of the research for this book between 2012 and 2015, Uganda’s oil had not yet fully materialised but was becoming. The overarching characteristic of this research project was waiting for the big changes to come: a waiting characterised by indeterminacy. There is a timeline but every year it gets expanded and in 2018 having oil still seems to belong to an uncertain future. This book looks at the waiting period as a time of not-yet-ness and describes the practices of future- and resource-making in Uganda. How did Ugandans handle the new resource wealth and how did they imagine their future with oil to be? This ethnography is concerned with Uganda’s oil and the way Ugandans anticipated different futures with it: promising futures of wealth and development and disturbing futures of destruction and suffering. The book works out how uncertainty was an underlying feature of these anticipations and how risks and risk discourses shaped the imaginations of possible futures. Much of the talk around the oil involved the dichotomy of blessing or curse and it was not clear, which one the oil would be. Rather than adding another assessment of what the future with oil will be like, this book describes the predictions and prophesies as an essential part of how resources are being made. This ethnography shows how various actors in Uganda, from the state, the oil industry, the civil society, and the extractive communities, have tried to negotiate their position in the oil arena. Annika Witte argues in this book that by establishing their risks and using them as power resources actors can influence the becoming of oil as a resource and their own place in a petro-future. The book offers one of the first ethnographic accounts of Uganda’s oil and the negotiations that took place in an oil state to be.

The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. But this self-celebratory narrative, which is critiqued by many in Uganda, masks the disruptive social impact of these reforms and silences the complex and persistent crises resulting from neoliberal transformation. Bringing together a range of leading scholars on the country, this collection represents a timely contribution to the debate around the New Uganda, one which confronts the often sanitised and largely depoliticised accounts of the Museveni government and its proponents. Harnessing a wealth of empirical materials, the contributors offer a critical, multi-disciplinary analysis of the unprecedented political, socio-economic, cultural and ecological transformations brought about by neoliberal capitalist restructuring since the 1980s. The result is the most comprehensive collective study to date of a neoliberal market society in contemporary Africa, offering crucial insights for other countries in the Global South.

Drawing on ethnographic fieldwork within the World Bank and a Ugandan ministry, this book critically examines how the new aid architecture recasts aid relations as a partnership. While intended to alter an asymmetrical relationship by fostering greater recipient participation and ownership, this book demonstrates how donors still seek to retain control through other indirect and informal means. The concept of developmentality shows how the World Bank’s ability to steer a client’s behavior is disguised by the underlying ideas of partnership, ownership, and participation, which come with other instruments through which the Bank manipulates the aid recipient into aligning with its own policies and practices.
