This Study examines the way to deepen private sector development through public-private partnerships in Liberia. The Study focuses on drawing links between Liberia s experience with natural resource concessions with leveraging additional private sector investment in PPPs.
Liberia is making great strides to recover from its recent era of conflict and reestablish itself as a global competitor. Central to Liberia's economic growth is its rich endowment of natural resource such as iron ore and rubber. Liberia's natural resources have defined, in large part, the country's engagement with the private sector. However, the Government of Liberia is now exploring new ways to partner with the private sector with the objective of growing the economy. One method is by developing public-private partnerships (PPPs) in core infrastructure and social services. This Study examines Liberia's experience with PPPs to date, as well as its experience with natural resource concessions, and builds on the lessons learned to map out a way forward. The Study looks in depth at the legal and policy enabling environment for PPPs to uncover areas that require strengthening. Likewise, the Study analyzes existing PPPs and natural resource concessions in Liberia to tease out the most pressing obstacles to future PPP investment. This culminates with a review of possible PPP transactions that could be supported in Liberia's next phase of recovery and growth.
Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.
This book describes the nature of public-private partnerships (PPPs) in the health sector in Vietnam. It defines health-related PPPs, describes their key characteristics, and develops a taxonomy of the different types of PPPs that exist in practice, illustrated by international examples. It also assesses the regulatory and institutional framework for the health PPP program in Vietnam, as well as financing and accountability mechanisms for PPPs at its national and subnational levels. It provides an overview of the PPP project pipeline in Vietnam and analyzes important issues in the health PPPs’ design, preparation, and implementation, using eight case studies involving projects in different phases of the project cycle. This book also examines barriers that have hampered the successful design and implementation of health care PPPs in Vietnam. These barriers may be broadly categorized as barriers in the PPP policy and regulatory framework, in the public sector, in the private sector, and in the financial sector. It proposes feasible and actionable recommendations so that the government can consider tackling the identified barriers and advance the successful design and implementation of health PPPs.

Particularly, the Ebola crisis revealed the vulnerability of the country's transport connectivity and health systems. This book analyzes the country's transport connectivity, identifying the existing bottlenecks and possible economic potentials. By taking advantage of the country's first-ever georeferenced road network data, the analysis casts light on various aspects of connectivity, such as rural accessibility, market access, access to port and health facilities and multimodal connectivity, including cabotage. It is shown that transport connectivity is crucial to increasing agricultural production, stimulating agglomeration economies, and supporting people's access to health care services. Significant resources are likely to be required to meet the existing gap.
