This guidebook is written to assist local government officials in coping with the Community Development Block Grant program , in particular with its requirement that communities must develop a formal Housing Assistance Plan. To do so , the community has to determine its future housing needs and figure out ways to meet them--an appropriate procedure even if a community happens not to be seeking federal grants.
