Access to housing and to housing finance remains a challenge in African cities. This study examines the housing finance strategies of informal settlement dwellers in Dar es Salaam (Tanzania) and identifies a range of factors that enable or constrain actors to make investments in housing. Based on ethnographic, qualitative and quantitative research, this study provides detailed insights into individual housing biographies, and explains why some actors invest in housing, while others do not. It finally challenges widely accepted development concepts like the provision of housing microfinance, land regularisation, infrastructure upgrading and eviction and argues for a deeper understanding of everyday lives in order to improve housing conditions. The purpose of this white book is to describe a proposed framework for both a new securitization platform and a model Pooling and Servicing Agreement as set forth in the February 2012 Strategic Plan for Enterprise Conservatorships (Strategic Plan) published by the Federal Housing Finance Agency (FHFA). The Strategic Plan envisions the building and use of a new infrastructure by Fannie Mae and Freddie Mac (the Enterprises) as an efficient, logical extension of existing FHFA initiatives aligning the standards and practices of the Enterprises. It also envisions that this effort could have broader application to the future housing finance market. The proposed infrastructure has two complementary goals: (1) replace the outmoded proprietary infrastructures of the Enterprises with a common, more efficient model; and (2) establish a framework that is consistent with multiple states of housing finance reform, including greater participation of private capital in assuming credit risk. Success in achieving these goals will provide a sound, efficient and flexible operating environment in the shorter term, and help provide policy makers with the means to design a mortgage finance system unfettered by legacy processes and systems and capable of working well with or without various degrees of government involvement.

This book deals with sustainable affordable housing in developing countries, providing the main results of the BECOMe research project of the Politecnico di Milano. Sustainable, affordable housing in developing countries is increasingly important for African and international stakeholders, with massive urbanization processes involving many countries consuming large territories and natural resources minus any strategy of sustainability and social equality and without consideration of the long-term effects on the environment and subsequent generations. While the issue of affordable housing requires approaches adapted to the many specific African contexts, the case of Somalia seems representative of a fragile context characterized by the uncertainty of the social, political, and economic situations and the lack of common shared legislative references and strategies. The book aims to provide knowledge and propose a methodological framework developed from this particular situation that can serve as a template. On the basis of this main objective, the book deals with approaches and problems related to the creation of sustainable housing ecosystems, activating and boosting local enterprises and stimulating foreign investors to revamp the national AEC sector and related manufacturing industries, models for modular settlements, and business models and assessment methodologies useful for evaluating a set of appropriate technological solutions.
