Excerpt from Indian Storage Reservoirs With Earthen Dams: Being a Practical Treatise on Their Design and Construction The fact is that in the case of earthen embankments we are dealing with a material which is unsatisfactory and unreliable unless carefully treated, whereas, if it is properly utilised it has peculiar advantages of its own and is permanent to an eminent degree, as some of the oldest works in the world testify. Such embankments are, moreover, the cheapest structures whereby water can be stored, and they are particularly suitable for the employment of the large amount of unskilled labour which is available in ordinary times in India, and for which work has to be found in times of scarcity. I have therefore described in detail the precautions which it is most desirable to take - precautions which involve careful supervision rather than greatly increased expenditure. Naturally, they are needed more in the case of large and important works than in that of small and relatively insignificant ones.
