This comprehensive Handbook analyses the political, financial, administrative, and managerial dimensions of subnational governments. It examines the profound differences between forms of subnational governance across the world, as well as the common challenges faced by governments below the national level.
In a time of unprecedented turbulence, how can public sector organisations increase their ability to find innovative solutions to society's problems? Leading Public Sector Innovation shows how government agencies can use co-creation to overcome barriers and deliver more value, at lower cost, to citizens and business. Through inspiring global case studies and practical examples, the book addresses the key triggers of public sector innovation. It shares new tools for citizen involvement through design thinking and ethnographic research, and pinpoints the leadership roles needed to drive innovation at all levels of government. Leading Public Sector Innovation is essential reading for public managers and staff, social innovators, business partners, researchers, consultants and others with a stake in the public sector of tomorrow.
Publisher description
The traditional understandings that structure the relationships between public servants and the wider political system are said to have undergone considerable change. But what are these formalized and implicit understandings? What are the key dimensions of such bargains? In what conditions do bargains rise and fall? And has there been a universal and uniform change in these bargains? The Politics of Public Service Bargains develops a distinct perspective to answer these questions. It develops a unique analytical perspective to account for diverse bargains within systems of executive government. Drawing on comparative experiences from different state traditions, this study examines ideas and contemporary developments along three key dimensions of any Public Service Bargain - reward, competency and loyalty and responsibility. The Politics of Public Service Bargains points to diverse and differentiated developments across national systems of executive government and suggests how different 'bargains' are prone to cheating by their constituent parties. This study explores the context in which managerial bargains - widely seen to be at the heart of contemporary administrative reform movements - are likely to catch on and considers how cheating is likely to destabilize such bargains.
Vacant urban land--the product of land market activity, the actions of private agents, and the policies of public agents--is an important challenge for policy makers. Vacant lots on the urban fringe and in central and interstitial areas have affected growth patterns in Latin America. Contributors to this book analyze the problems and opportunities related to vacant urban land in five cities: Buenos Aires, Argentina; Rio de Janeiro, Brazil; Quito, Ecuador; Lima, Perú; and San Salvador, El Salvador.
