China and Taiwan have similar political cultures. However, Chinese intellectual and political elite have failed to democratize the Middle Kingdom since the 4 May 1919 Movement: whilst their Taiwanese counterpart succeeded in making the island state fairly democratic in just over four decades since the 28 February 1947 Uprising. After an examination of the approaches they applied, the author finds that the former have pursued a culturalist road by trying to change the psycho-cultural make-up of the Chinese people: whilst the latter followed an institutionalist one in which they tried to win elections and to set up political organizations, such as parties.
Taiwan is only one of four consolidated Asian democracies. Democratizing Taiwan provides the most comprehensive analysis of Taiwan's peaceful democratization including the past authoritarian experience, leadership both within and outside government, popular protest and elections, and constitutional interpretation and amendments.
Postcolonial Third World states have historically faced two major challenges: the promotion of economic development and the creation of stable democracies. These challenges persist today; in the face of globalization. While some developing former colonial countries have gotten a foothold up on globalization others are not so fortunate. In Democratization, Development and the Patrimonial State in the Age of Globalization author Eric Budd investigates and compares forms of patrimonialism in several developing states. The traditional criticism of development countries, leveled by liberal democracies and their constituents, is that too much patrimonialism acts as a barrier in the face of economic development and democratization. The author considers this criticism through a comparative study of the Philippines, Peru, Taiwan, Chile, Ecuador, and Indonesia. Each case holds a specific relationship to patrimonialism. As a result these cases provide the author with a unique window into the question of patrimonialism and its effect on economic development and the development of democratic societies. Hu seeks to explain China's failure to establish a democratic system. He demonstrates both continuity and change in China's democratization process. Modern China regards power and wealth as primary goals and treats a strong state as a major means to these ends. Such a preference puts democracy on a back burner. Employing a theoretical framework which consists of five factors—historical legacies, local forces, the world system, socialist values, and economic development—Hu shows that, while all of these factors were at work in all eras, each assumes a special significance in a particular period. Traditional China before the 1911 Revolution attempted to adjust itself to a new, Western-dominated world. In the Republican era, the control of local forces topped the political agenda. Nationalist China sought to survive and develop in the world system, while Maoist China set for itself the task of building a socialist state. And, of course, economic development has been the priority of the Deng era. As Hu shows, these five factors have had determining impacts on the long struggle for democracy in China.
While evaluating competing theories of why countries become democratic, this study argues why China has not democratized. Also discusses are the Communist Party's methods of social control and examines four groups-Party and government cadres, intellectuals, workers and peasants.
Democratic Development in East Asia explores an important but neglected topic in the literature on democratization in East Asia: the international dimension of democratization. It presents a coherent and comprehensive analysis of the impact of external political, economic and cultural factors on China, South Korea and Taiwan's political development since World War II. The author analyzes the circumstances under which the international context affects domestic actors' choice of political institutions and actions and concentrates on a selection of key international structures and actors that make up this complex picture. Shelley also examines the international political economy, aspects of the United Nations system, diffuse cultural factors and processes, democracy movements, and a number of international non-government organizations.

Rethinking Arab Democratization unpacks and historicizes the rise of Arab electoralism, narrating the story of stalled democratic transition in the Arab Middle East. It provides a balance sheet of the state of Arab democratization from the mid-1970s into the 21st century. In seeking to answer the question of how Arab countries democratize and whether they are democratizing at all, the book pays attention to specificity, highlighting the peculiarities of democratic transitions in the Arab Middle East. To this end, it situates the discussion of such transitions firmly within their local contexts, but without losing sight of the global picture, namely, the US drive to control and 'democratize' the Arab World. The book rejects 'exceptionalism', 'foundationalism', and 'Orientalism', by showing that the Arab World is not immured from the global trend towards political liberalization. But by identifying new trends in Arab democratic transitions, highlighting their peculiarities and drawing on Arab neglected discourses and voices, the book pinpoints the contingency of some of the arguments underlying Western theories of democratic transition when applied to the Arab setting. Gerald A. McBeath explores Taiwan from its time as a country barely recovered from Japanese occupation and wartime damage to a nation filled with new office buildings and skyscrapers where few think twice about frequenting expensive restaurants. Beginning with the State of Taiwan between 1945 and 1986, McBeath progresses through the transformation of the Party-State, the changing status of economic interests, policy-making in the democratic era and Taiwan’s internationalisation campaigns.
Democratization emerged at a time of epochal change in global politics: the twin impacts of the end of the Soviet Union and the speeding up and deepening of globalisation in the early 1990s meant a whole new ball game in terms of global political developments. The journal’s first issue appeared in early 1994. Over time, the editorial position has been consistently to focus on ‘the third wave of democracy’ and its aftermath. The third wave is the most recent exemplar of a long-term, historical trend towards more democratically viable regimes and away from authoritarian systems and leaders. In short, the journal wants to promote a better understanding of democratization – defined as the way democratic norms, institutions and practices evolve and are disseminated both within and across national and cultural boundaries. Over the years, the many excellent articles that we have featured in the journal have shared our focus on democratization, viewed as a process. The journal has sought – and continues to seek – to build on the enduring scholarly and of course popular interest in democracy, how and why it emerges, develops and becomes consolidated. Our emphasis over the last 20 years has been contemporary and the approach comparative, with a strong desire to be both topical and authoritative. We include special reference to democratization in the developing world and in post-communist societies. In sum, just as 20 years ago, the journal today aims to encourage debate on the many aspects of democratization that are of interest to policy-makers, administrators and journalists, aid and development personnel, those involved in education, and, perhaps above all, the tens of millions of ordinary people around the world who do not (yet) enjoy the benefits of living under democratic rule. The two dozen articles collected in this ‘virtual’ special issue are emphatic proof of the power of the written word to induce debate, uncertainty, and ultimately progress towards better forms of politics, focused on the achievement of the democratic aspirations of men and women everywhere.
