The global movement toward democracy, spurred in part by the ending of the cold war, has created opportunities for democratization not only in Europe and the former Soviet Union, but also in Africa. This book is based on workshops held in Benin, Ethiopia, and Namibia to better understand the dynamics of contemporary democratic movements in Africa. Key issues in the democratization process range from its institutional and political requirements to specific problems such as ethnic conflict, corruption, and role of donors in promoting democracy. By focusing on the opinion and views of African intellectuals, academics, writers, and political activists and observers, the book provides a unique perspective regarding the dynamics and problems of democratization in Africa.
As the principles and practices of democracy continue to spread ever more widely, it is hard to imagine a corner of the globe into which they will not eventually penetrate. But the euphoria of democratic revolutions is typically short-lived, and usually followed by disgruntlement and even cynicism about the actual operation of democratic institutions. It is widely accepted that democracy is a good thing. However democrats have much work to do in improving the performance of democratic institutions. This book evaluates democratic innovations to allow a full analysis of the different practices that have emerged recently in Latin America. These innovations, often viewed in a positive light by a large section of democratic theorists, engendered the idea that all innovations are democratic and all democratic innovations are able to foster citizenship – a view challenged by this work. The book also evaluates the expansion of innovation to the field of judicial institutions. It will benefit democratic theorists by presenting a realistic analysis of the positive and negative aspects of democratic innovation.
This volume focuses on the relationship between the tasks of institutional design and the outcomes of the process of economic and political liberalization in Latin America and in Central and Eastern Europe. The contributors emphasize the design of institutions to serve a market economy, the design of electoral laws, and the design of executive-legislative relations. Within this framework each chapter discusses the legacy of the pre-existing authoritarian regime; the range of preferences among various strategic actors with regard to the pace and mix of reforms; and the consequences of final choices for the institutionalization of effective economies and the process of democratization. Countries throughout Latin America and Central and Eastern Europe are moving from semi-closed to open economies and from authoritarian to democratic political systems. Despite important differences between the regions, these transitions involve similar tasks: the establishment of governmental institutions and electoral systems conducive to legitimation of the new and fragile democracies and expansion of the institutional infrastructure of a market economy. This volume examines the nature and role of democratic citizenship, the conditions necessary for its development, and its relationship to the key institutions of the state. Comparing and contrasting the patterns of political development and practice in established democracies with tthose states that have experience democratice breakdown, the author aims to contribute to our understanding of the political conditions that sustain liberal democracy. This book contains two parts, which have a broad theme in common. The aim in Part One is to contribute to the debate on democracy's preconditions. Drawing on a broad range of theories, the author specifies certain societal and institutional traits which can serve to further democracy. Democratic development in Africa, Latin America and India then is compared. The conclusion is that democracy is not the product of social and economic forces first of all. To a yet greater extent it is the consequence of prevailing institutional conditions, i.e. the nature of the state. The historical development of state structures is the object of analysis in Part Two. The focus is mainly on Europe. The prospects for democracy in modern times have been greatly affected, the author maintain, by varying paths of institutional development. Moreover, the differing modes of state have displayed a variable capacity for governance and economic development. The evolution of state structures thus has consequences across broad areas of political and social life.
