his book offers a description, explanation, and evaluation of Michael Oakeshott's democratic theory. He was not a democratic theorist as such, but as a twentieth-century English political theorist for whom liberal theory held deep importance, his thought often engaged democratic theory implicitly, and many times did so explicitly. The author's project penetrates two renewals. The first is the revitalization of interest in Oakeshott, and the second is the renewal of democratic theory which began in the 1980s. In respect to this latter renewal, the book engages the deliberative turn in democratic theory. These revivals create the context for this new look at Oakeshott. To state the matter as a problem, one might say that in light of new and fecund democratic theory, it is a problem for political theory if one of the most important political theorists of the twentieth century is left out of the discourse insofar as he has something relevant to say about deliberative democracy. It is of no small importance that almost all the work in democratic theory being done these days is of the deliberative/discursive kind, or responses to it. That is, deliberative theory is driving the agenda of democratic theory. The author argues that Oakeshott does indeed have something relevant to say which is applicable to this democratic theory.

Our political climate is increasingly characterised by hostility towards constructed others. Steven Gormley answers the question: what does it mean to do justice to others? He pursues this question by developing a critical, but productive, dialogue between deliberative theory and deconstruction. Two key claims emerge from this. First: doing justice to the other demands that we maintain an ethos of interruption. And secondly: Such an ethos requires a democratic form of politics. In recent years democratic theory has taken a deliberative turn. Instead of merely casting the occasional ballot, deliberative democrats want citizens to reason together. They embrace 'talk as a decision procedure'. But of course thousands or millions of people cannot realistically talk to one another all at once. When putting their theories into practice, deliberative democrats therefore tend to focus on 'mini-publics', usually of a couple dozen to a couple hundred people. The central question then is how to connect micro-deliberations in mini-publics to the political decision-making processes of the larger society. In Innovating Democracy, Robert Goodin surveys these new deliberative mechanisms, asking how they work and what we can properly expect of them. Much though they have to offer, they cannot deliver all that deliberative democrats hope. Talk, Goodin concludes, is good as discovery procedure but not as a decision procedure. His slogan is, 'First talk, then vote'. Micro-deliberative mechanisms should supplement, not supplant, representative democracy. Goodin goes on to show how to adapt our thinking about those familiar institutions to take full advantage of deliberative inputs. That involves rethinking who should get a say, how we hold people accountable, how we sequence deliberative moments and what the roles of parties and legislatures can be in that. Revisioning macro-democratic processes in light of the processes and promise of micro-deliberation, Innovating Democracy provides an integrated perspective on democratic theory and practice after the deliberative turn.
