Frontier Democracy examines the debates over state constitutions in the antebellum Northwest (Indiana, Illinois, Iowa, Michigan, Minnesota, Ohio, and Wisconsin) from the 1820s through the 1850s. This is a book about conversations: in particular, the fights and negotiations over the core ideals in the constitutions that brought these frontier communities to life. Silvana R. Siddali argues that the Northwestern debates over representation and citizenship reveal two profound commitments: the first to fair deliberation, and the second to ethical principles based on republicanism, Christianity, and science. Some of these ideas succeeded brilliantly: within forty years, the region became an economic and demographic success story. However, some failed tragically: racial hatred prevailed everywhere in the region, in spite of reformers' passionate arguments for justice, and resulted in disfranchisement and even exclusion for non-white Northwesterners that lasted for generations.

Democracy requires a connection to the 'will of the people'. What does that mean in a world of 'fake news', relentless advocacy, dialogue mostly among the like-minded, and massive spending to manipulate public opinion? What kind of opinion can the public have under such conditions? What would democracy be like if the people were really thinking in depth about the policies they must live with? If they really 'deliberated' with good information about their political choices? This book argues that 'deliberative democracy' is not utopian. It is a practical solution to many of democracy's ills. It can supplement existing institutions with practical reforms. It can apply at all levels of government and for many different kinds of policy choices. This volume speaks to a recurring dilemma: listen to the people and get the angry voices of populism or rely on widely distrusted elites and get policies that seem out of touch with the public's concerns. Instead, there are methods for getting a representative and thoughtful public voice that is really worth listening to. Democracy is under siege in most countries, where democratic institutions have low approval and face a resurgent threat from authoritarian regimes. Deliberative democracy can provide an antidote and can reinvigorate our democratic politics. Michel Foucault's death in 1984 coincided with the fading away of the hopes for social transformation that characterized the postwar period. In the decades following his death, neoliberalism has triumphed and attacks on social rights have become increasingly bold. If Foucault was not a direct witness of these years, his work on neoliberalism is nonetheless prescient: the question of liberalism occupies an important place in his last works. Since his death, Foucault's conceptual apparatus has acquired a central, even dominant position for a substantial segment of the world's intellectual left. However, as the contributions to this volume demonstrate, Foucault's attitude towards neoliberalism was at least equivocal. Far from leading an intellectual struggle against free market orthodoxy, Foucault seems in many ways to endorse it. How is one to understand his radical critique of the welfare state, understood as an instrument of biopower? Or his support for the pandering anti-Marxism of the so-called new philosophers? Is it possible that Foucault was seduced by neoliberalism? This question is not merely of biographical interest: it forces us to confront more generally the mutations of the left since May 1968, the disillusionment of the years that followed and the profound transformations in the French intellectual field over the past thirty years. To understand the 1980s and the neoliberal triumph is to explore the most ambiguous corners of the intellectual left through one of its most important figures.
The authors of this volume argue that urban education is in urgent need of reform and that, although there have been plenty of innovative and even promising attempts to improve conditions, most have been doomed. The reason for this, they agree, lies in the failure of our major cities to develop their "civic capacity"--The ability to build and maintain a broad social and political coalition across all sectors of the urban community in pursuit of a common goal.
Global institutions are afflicted by severe democratic deficits, while many of the major problems facing the world remain intractable. Against this backdrop, we develop a deliberative approach that puts effective, inclusive, and transformative communication at the heart of global governance. Multilateral negotiations, international organizations and regimes, governance networks, and scientific assessments can be rendered more deliberative and democratic. More thoroughgoing transformations could involve citizens' assemblies, nested forums, transnational mini-publics, crowdsourcing, and a global dissent channel. The deliberative role of global civil society is vital. We show how different institutional and civil society elements can be linked to good effect in a global deliberative system. The capacity of deliberative institutions to revise their own structures and processes means that deliberative global governance is not just a framework but also a reconstructive learning process. A deliberative approach can advance democratic legitimacy and yield progress on global problems such as climate change, violent conflict and poverty.

This report of the President's Commission on Law Enforcement and Administration of Justice -- established by President Lyndon Johnson on July 23, 1965 -- addresses the causes of crime and delinquency and recommends how to prevent crime and delinquency and improve law enforcement and the administration of criminal justice. In developing its findings and recommendations, the Commission held three national conferences, conducted five national surveys, held hundreds of meetings, and interviewed tens of thousands of individuals. Separate chapters of this report discuss crime in America, juvenile delinquency, the police, the courts, corrections, organized crime, narcotics and drug abuse, drunkenness offenses, gun control, science and technology, and research as an instrument for reform. Significant data were generated by the Commission's National Survey of Criminal Victims, the first of its kind conducted on such a scope. The survey found that not only do Americans experience far more crime than they report to the police, but they talk about crime and the reports of crime engender such fear among citizens that the basic quality of life of many Americans has eroded. The core conclusion of the Commission, however, is that a significant reduction in crime can be achieved if the Commission's recommendations (some 200) are implemented. The recommendations call for a cooperative attack on crime by the Federal Government, the States, the counties, the cities, civic organizations, religious institutions, business groups, and individual citizens. They propose basic changes in the operations of police, schools, prosecutors, employment agencies, defenders, social workers, prisons, housing authorities, and probation and parole officers.
