How do parties with official opposition status influence Canadian politics? Across the Aisle is an innovative examination of the theory and practice of opposition in Canada, both in Parliament and in provincial legislatures. Extending from the pre-Confederation era to the present day, it focuses on whether Canada has developed a coherent tradition of parliamentary opposition. David E. Smith argues that Canada has in fact failed to develop such a tradition. He investigates several possible reasons for this failure, including the long dominance of the Liberal party, which arrested the tradition of viewing the opposition as an alternative government; periods of minority government induced by the proliferation of parties; the role of the news media, which have largely displaced Parliament as a forum for commentary on government policy; and, finally, the increasing popularity of calls for direct action in politics. Since the 1970s governments in Canada and Australia have introduced policies designed to recruit Indigenous people into public services. Today, there are thousands of Indigenous public servants in these countries, and hundreds in senior roles. Governance and Public Policy in Canada lays the foundation for a systematic analysis of policy developments, shaped as they are by multiple players, institutional tensions, and governance legacies. Arguing that provinces are now the most central site of governance and policy innovation, the book assesses the role of the provinces and places the provincial state in its broader economic, institutional, social, and territorial context. The aim throughout is to highlight the crucial role of provinces in policy changes that directly affect the lives of citizens. Three key themes unify this book. First, it addresses the role of policy convergence and divergence among provinces. Although the analysis acknowledges enduring differences in political culture and institutions, it also points to patterns of policy diffusion and convergence in specific areas in a number of provinces. Second, the book explores the push and pull between centralization and decentralization in Canada as it affects intergovernmental relations. Third, it underscores that although the provinces play a greater role in policy development than ever before, they now face a growing tension between their expanding policy ambitions and their capacity to develop, fund, implement, manage, and evaluate policy programs. Governance and Public Policy in Canada describes how the provincial state has adapted in the context of these changing circumstances to transcend its limited capacity while engaging with a growing number of civil society actors, policy networks, and intergovernmental bodies.
Canada’s official languages legislation fundamentally altered the composition and operational considerations of federal institutions. With legislative change, Canada’s public service has achieved the equitable representation of its two official languages groups, provided services to the public in both official languages, and has codified rights for public servants to work in their official language of choice. On paper, the regime is robust. In practice, there is a persistent divergence between policy and practice, as English dominates as the regular language of work in the federal public service. Through an historical institutionalist lens based on extensive archival research and semi-structured interviews, Gaspard shows that the implementation of official languages policy in the federal public service from 1967–2013 could not challenge the predominance of English as the operating language of the federal public service. The analysis of the roles of actors, ideas and institutions that influenced the policy implementation process show that a lack of structural change, inadequate managerial engagement, and a false sense that both official languages are equally ingrained in the public service explain the persistence of English as the dominant language of work. The Case for Centralized Federalism and its sister volume The Case for Decentralized Federalism are the outcome of the Federalism Redux Project, created to stimulate a serious and useful conversation on federalism in Canada. They provide the vocabulary and arguments needed to articulate the case for a centralized or a decentralized Canadian federalism. In The Case for Centralized Federalism, an array of experts condemns the federal government’s submissiveness in its dealings with the provinces and calls for a renewed federal assertiveness. They argue that the federal government is best placed to create effective policy, support democracy and respond to issues of national importance.
