Decision Enhancement (DE) is a field of practice aimed at extending lessons, principles and tools built up over a thirty year period, largely under the term 'Decision Support'. This book constitutes the refereed proceedings of the 7th International Conference on Design Science Research in Information Systems and Technology, DERIST 2012, held in Las Vegas, NV, USA, in May 2012. Planning Support Systems: Retrospect and Prospect It has been nearly twenty years since the term ‘planning support systems’ (PSS) first appeared in an article by Britton Harris (Harris 1989) and more than ten years since the concept was more broadly introduced in the academic literature (Harris and Batty 1993; Batty 1995; Klosterman 1997). As a result, the publication of a new book on PSS provides an excellent opportunity to assess past progress in the field and speculate on future developments. PSS have clearly become very popular in the academic world. This is the fourth edited book devoted to the topic following Brail and Klosterman (2001), Geertman and Stillwell (2003), and a third by Brail (2008). Papers devoted to PSS have been published in the leading planning journals and the topic has become a regular theme at academic conferences around the world; it has even spawned intellectual o- spring such as spatial planning and decision support systems (SPDSS) and public participation planning support systems (PP-PSS). However, as Geertman and Stillwell point out in their introductory chapter, the experience with PSS in the world of professional practice has been disappointing. A substantial number of PSS have been developed but most of them are academic p- totypes or ‘one off’ professional applications that have not been adopted elsewhere.

The types of judgements and decisions they make vary and include decisions such as whether to substantiate a child abuse allegation, whether a child is at risk of significant harm by parents, and whether to remove a child from home or to reunify a child with parents after some time in care. These decisions are intended to help achieve the best interests of the child. Unfortunately, they can sometimes also doom children and families unnecessarily to many years of pain and suffering. Judgments and decisions in child welfare and protection are based to a large extent on the formidable knowledge base on child abuse and neglect created over the years to support this professional task chore. Nevertheless, making decisions in complex and uncertain environments is fraught with many difficulties and shortcomings. There are in fact many indications that decisions in this area are not reliable and there are many errors in judgment that could be avoided, had the decision makers relied on existing knowledge on decision making under uncertainty and followed appropriate procedures.
