A mathematical decision model for information service planning was derived from administrative goals. Program plans are assessed in the context of performance goals for six areas: available staff, available budget, program effectiveness, functional requirements, basic service requirements, investment programs to insure future progress. The technique is an extension of linear programming that calculates optimal solutions to decision problems in the areas of resource allocation, policy analysis and program evaluation according to a set of preemptive priorities established by management. The report includes a program in FORTRAN 4 for computing solutions. (Author).

Programme evaluation covers a wide range of decision-making activities, from problem conceptualization through to integration of information. In addition, the results of evaluation activities are closely connected with the need to make decisions and formulate policy. This book shows how decision analysis can be used as part of the process of need assessment, outcome evaluation, and policy analysis.
Taking advantage of the many specialists visiting Spain prior to the INFORMS Meeting in Barcelona, hold from July 14th to July 17th 1997, we organized a work shop on Decision Analysis Applications at the Real Academia de Ciencias, Madrid, Spain, from J uly 11th to 12th 1997, under the sponsorship of de the Instituto Espaiia. This workshop had a precedent in the International Conference Decision Making: Towards the 21st Century also held at the Real Academia de Ciencias in 1993. The idea of organizing an event, this time devoted to applications of Decision Analysis, was due to Prof. Sixto Rfos, who some four years ago, .sponsored and encouraged by the Royal Academy of Sciences, was the creator of an Interdisciplinary Working Group on Decision Analysis -formed with researchers from within and outside this Academy- which has been active since then, organizing periodical meetings, and whose last project has tumed out into this Workshop. The workshop turned out to be an stimulating opportunity for communicating and discussing the enormous variety of applications of Decision Sciences. In this volume we have included most of the invited papers and a selection of refereed contributed papers. Due to the varied nature of the applications, we have grouped them into five groups ending, as way of an epilog, with a paper by Sarin which contains important insights and reftections on the nature of Decision Analysis in public and private sectors.
This study develops an approach to the evaluation of plan and project alternatives. The difficult trade offs between technical or social goals and the inevitable environmental impacts are discussed in socio-politcs terms and a case is put for the early mobilization of citizen groups in the process of assessment. Current evaluation methods tend to be either threateningly mathematical or largely intuitive and often ignore the essentially political nature of public choice. The methodology developed in this book enables a final deicision to be made based on the use of rational judgement aids placed alongside formally structured public interest arguments representing the different social policies of the interested groups. This new method informs decision-makers by bringing together the strengths of analysis and richness of human values. Particular attention if paid to the wide range of judgement aids available to the planning professional and examples of their use are presented in appendices.
