With the growing number, complexity, and importance of environmental problems come demands to include a full range of intellectual disciplines and scholarly traditions to help define and eventually manage such problems more effectively. Decision Making for the Environment: Social and Behavioral Science Research Priorities is the result of a 2-year effort by 12 social and behavioral scientists, scholars, and practitioners. The report sets research priorities for the social and behavioral sciences as they relate to several different kinds of environmental problems.

Decentralization in Environmental Governance is a critical reflection on the dangers and risks of governance renewal; warning against one-sided criticism on traditional command and control approaches to planning. The book formulates the arguments that support when and how governance renewable might be pursued, but this attempt is not just meant for practitioners and scholars interested in governance renewal. It is also useful for those interested in the challenge of navigating a plural landscape of diverse planning approaches, which are each rooted in contrasting theoretical and philosophical positions. The book develops a strategy for making argued choices between alternative planning approaches, despite their theoretical and philosophical positions. It does so by revitalizing the idea that we can contingently relate alternative planning approaches to the circumstances encountered. It is an idea traced to contingency studies of the mid and late 20th century, reinterpreted here within a planning landscape dominated by notions of uncertainty, complexity and socially constructed knowledge. This approach, called ‘Post-contingency’, is both a theoretical investigation of arguments for navigating the theoretical plurality we face and an empirical study into renewing environmental governance. This international development—largely a product of globalization and democratization—is clearly one of the key factors reshaping economic, political, and social conditions throughout the world. Rather than the top-down, centralized decisionmaking that characterized communist economies and Third World dictatorships in the twentieth century, today's world demands flexibility, adaptability, and the autonomy to bring those qualities to bear. In this thought-provoking book, the first in a new series on Innovations in Governance, experts in government and public management trace the evolution and performance of decentralization concepts, from the transfer of authority within government to the sharing of power, authority, and responsibilities among broader governance institutions. This movement is not limited to national government—it also affects subnational governments, NGOs, private corporations, and even civil associations. Since the collapse of Soeharto’s New Order regime in May 1998, Indonesia’s national, provincial, and district governments have engaged in an intense struggle over how authority and the power embedded in it, should be shared. How this ongoing struggle over authority in the forestry sector will ultimately play out is of considerable significance due to the important role that Indonesia’s forests play in supporting rural livelihoods, generating economic revenues, and providing environmental services. This book examines the process of forestry sector decentralization that has occurred in post-Soeharto Indonesia, and assesses the implications of more recent efforts by the national government to recentralize administrative authority over forest resources. It aims to describe the dynamics of decentralization in the forestry sector, to document major changes that occurred as district governments assumed a greater role in administering forest resources, and to assess what the ongoing struggle among Indonesia’s national, provincial, and district governments is likely to mean for forest sustainability, economic development at multiple levels, and rural livelihoods. Drawing from primary research conducted by numerous scientists both at CIFOR and its many Indonesian and international partner institutions since 2000, this book sketches the sectoral context for current governmental reforms by tracing forestry development and the changing structure of forest administration from Indonesia’s independence in 1945 to the fall of Soeharto’s New Order regime in 1998. The authors further examine the origins and scope of Indonesia’s decentralization laws in order to describe the legal-regulatory framework within which decentralization has been implemented both at the macro-level and specifically within the forestry sector. This book also analyses the decentralization of Indonesia’s fiscal system and describes the effects of the country’s new fiscal balancing arrangements on revenue flows from the forestry sector, and describes the dynamics of district-level timber regimes following the adoption of Indonesia’s decentralization laws. Finally, this book also examines the real and anticipated effects of decentralization on land tenure and livelihood security for communities living in and around forested areas, and summarizes major findings and options for possible interventions to strengthen the forestry reform efforts currently underway in Indonesia.
In recent decades, the governance of the environment in agri-food systems has emerged as a crucial challenge. A multiplicity of actors have been enrolled in this process, with the private sector and civil society progressively becoming key components in a global context often described as neoliberalization. Agri-environmental governance (AEG) thus gathers a highly complex assemblage of actors and instruments, with multiple interrelations. This book addresses this complexity, challenging traditional modes of research and explanation in social science and agri-food studies. To do so, it draws on multiple theoretical and methodological insights, applied to case studies from Asia, Europe, Africa, and the Americas. It elaborates an emergent approach to AEG practices as assemblages, looking at the coming-together of multiple actors with diverse trajectories and objectives. The book lays the foundations for an encompassing theoretical framework that transcends pre-existing categories, as well as promoting innovative methodologies, which integrate the role of social actors – including scientists – in the construction of new assemblages. The chapters define, first, the multiplicities and agencies inherent to AEG assemblages. A second set tackles the question of the politics in AEG assemblages, where political hierarchies interweave with economic power and the search for more democratic and participative approaches. Finally, these insights are developed in the form of assemblage practice and methodology. The book challenges social scientists to confront the shortcomings of existing approaches and consider alternative answers to questions about environmental governance of agri-food systems.
