This book sets out some positive directions to move forward including government policy and regulatory options, an innovative GRID (Greening, Regenerative, Improvement Districts) scheme that can assist with funding and management, and the first steps towards an innovative carbon credit scheme for the built environment. Decarbonising cities is a global agenda with huge significance for the future of urban civilisation. Global demonstrations have shown that technology and design issues are largely solved. However, the mainstreaming of low carbon urban development, particularly at the precinct scale, currently lacks sufficient: standards for measuring carbon covering operational, embodied and transport emissions; assessment and decision-making tools to assist in design options; certifying processes for carbon neutrality within the built environment; and accreditation processes for enabling carbon credits to be generated from precinct-wide urban development. Numerous barriers are currently hindering greater adoption of high performance, low carbon developments, many of which relate to implementation and governance. How to enable and manage precinct-scale renewables and other low carbon technologies within an urban setting is a particular challenge.
The report presents an in-depth analysis of various policies that aim to reduce the greenhouse gas emissions of urban transport. Decarbonising transport lies at the core of efforts to mitigate climate change and has close links to urban sustainability and housing affordability. The report identifies the drivers of rising emissions in the urban transport sector and offers pathways to reduce them through a combination of transport and land use policies.
Accounting for nearly 40% of global energy-related CO2 emissions and sometimes as much as 70% in large cities, buildings and construction are central to the low-carbon transition. Decarbonising buildings, especially the old stock, through energy efficiency improvements and renewable energy use, not only reduces carbon emissions, but also generates co-benefits in health, energy affordability and the labour market.

Further chapters explore government, private sector and civil society actions for decarbonising Kenyan cities and an overview of the political economic choices for decarbonising Petro-cities. Finally, closing chapters propose mechanisms for translating COP26 takeaways to decarbonisation policies and a low-carbon framework for African cities.
The science is unequivocal: stabilizing climate change implies bringing net carbon emissions to zero. This must be done by 2100 if we are to keep climate change anywhere near the 2oC warming that world leaders have set as the maximum acceptable limit. Decarbonizing Development: Three Steps to a Zero-Carbon Future looks at what it would take to decarbonize the world economy by 2100 in a way that is compatible with countries' broader development goals. Here is what needs to be done: -Act early with an eye on the end-goal. To best achieve a given reduction in emissions in 2030 depends on whether this is the final target or a step towards zero net emissions. -Go beyond prices with a policy package that triggers changes in investment patterns, technologies and behaviors. Carbon pricing is necessary for an efficient transition toward decarbonization. It is an efficient way to raise revenue, which can be used to support poverty reduction or reduce other taxes. Policymakers need to adopt measures that trigger the required changes in investment patterns, behaviors, and technologies - and if carbon pricing is temporarily impossible, use these measures as a substitute. -Mind the political economy and smooth the transition for those who stand to be most affected. Reforms live or die based on the political economy. A climate policy package must be attractive to a majority of voters and avoid impacts that appear unfair or are concentrated on a region, sector or community. Reforms have to smooth the transition for those who stand to be affected, by protecting vulnerable people but also sometimes compensating powerful lobbies.
This book focuses on the challenge that Australia faces in transitioning to renewable energy and regenerating its cities via a transformation of its built environment. Both are necessary conditions for low carbon living in the 21st century. This is a global challenge represented by the United Nation’s Sustainable Development Goals and the IPCC’s Climate Change program and its focus on mitigation and adaptation. All nations must make significant contributions to this transformation. This book highlights the new knowledge and innovation that has emerged from research projects undertaken in the Co-operative Research Centre for Low Carbon Living between 2012 and 2019 – an initiative of the Australian Government’s Department of Industry, Science and Technology that is tasked with responding to the UN challenges. Four principal transition pathways were central to the CRC and provide the thematic structure to this volume. They focus on technology, buildings, precinct and city design, and human behaviour – and their interactions.

These strategies often involve a step-by-step approach, for example, beginning with targeted measures in buildings that are more feasible or have a greater impact. Successful measures are then scaled up to achieve broader decarbonisation goals. Furthermore, the report emphasises the importance of a multi-level approach, including breaking down silos between government departments. With 93% of responding countries reporting that at least three ministries are involved in decarbonising building measures. The report also underscores the importance of international cooperation and knowledge sharing to fast-forward progress towards a more sustainable built environment.
In an urbanizing world, the majority of people live in urban settlements predominantly on the coastal edge. Focus has historically been on people, place and the challenges and opportunities of living with global change, and academic attention has largely been on sustainability science or sustainable solutions. This book seeks to strengthen the relatively weak link between sustainability science, land use planning and socio-economic change, and show that a more integrated approach to planning will be required to develop more sustainable pathways for cities and regions in the future. In the last thirty years, China has experienced rapid economic development and urbanisation which has resulted in high levels of environmental degradation and has put considerable pressure on the country’s infrastructure and natural resources. As China commits to considerably lower the carbon intensity of its economy, this volume analyses and explains the governance of climate change mitigation responses in major Chinese cities. The book focuses specifically on two highly carbon intensive sectors, buildings and transport, in Guangzhou, Shenzhen, and Hong Kong to explore how collaborative municipal networks function in practice in Chinese cities. The authors find that effective coordination relies on the political will of local administrative elites, the political significance attached to climate change issues, the legitimate authority granted to the coordinating agency, and human and financial capitals. Collaboration is hampered by limited span of network engagement, inadequate authority of the primary network participants, insufficient input and output legitimacy of the sectoral innovations, and missing linkages across functionally segregated sectors. The book concludes that the enhanced collaboration and coordination between networks that has emerged in the process of low carbon transitions is transforming the Chinese environmental state into a more pluralistic, inclusive and legitimate one. This book will be of interest to researchers and practitioners across disciplines including Chinese studies, environmental politics and policy, urban studies, and planning and geography.
