The study of accidents instead of injuries does not downgrade the importance of preventing human injury. Rather, it recognizes that many "no-injury accidents" might have resulted in personal injury, property damage, or both. If the causes of accidents--whether or not they result in injury--can be ferreted out, if it can be determined what unsafe conditions, or unsafe acts, or any combination was responsible for the accident, there is reason to believe that greater progress in preventing "accidents" and injuries is possible.
