Over the last twenty-five years, garbage infrastructure in Dakar, Senegal, has taken center stage in the struggles over government, the value of labor, and the dignity of the working poor. Through strikes and public dumping, Dakar's streets have been periodically inundated with household garbage as the city's trash collectors and ordinary residents protest urban austerity. Often drawing on discourses of Islamic piety, garbage activists have provided a powerful language to critique a neoliberal mode of governing-through-disposability and assert rights to fair labor. In Garbage Citizenship Rosalind Fredericks traces Dakar's volatile trash politics to recalibrate how we understand urban infrastructure by emphasizing its material, social, and affective elements. She shows how labor is a key component of infrastructural systems and how Dakar's residents use infrastructures as a vital tool for forging collective identities and mobilizing political action. Fleshing out the materiality of trash and degraded labor, Fredericks illuminates the myriad ways waste can be a potent tool of urban control and rebellion.

In 1916, the Saint-Louisians were considered French in their own right. The same was true of people living in Dakar and Gorée, and so on. Saint-Louis is a very touristic city, because of its history, its culture and its beauty. It is classified as a World Heritage Site by Unesco. There are magnificent beaches, two famous national parks, colonial houses with colorful facades and the famous 500-meter-long Faidherbe bridge linking Saint-Louis and the Sor district. Dakar is a city of extremes, where horse-cart drivers chug over swish highways and gleaming SUVs squeeze through tiny sand roads; where elegant ladies dig skinny heels into dusty walkways and suit-clad businessmen kneel down for prayer in the middle of the street. Once a tiny settlement in the south of the Cap Vert peninsula, Dakar now spreads almost across its entire triangle, and keeps growing. For the traveller, there's much to discover, from peaceful islands just off-shore to vertiginous nightlife dancing to mbalax beats. You can spend your days browsing frenetic markets and taking in the sights of bustling downtown, followed by sunset drinks overlooking the crashing waves. At once both intimidating and deeply alluring, Dakar is a fascinating introduction to Senegal.

Based on extensive ethnographic fieldwork in New York and Dakar, this book explores the Senegalese dance-rhythms Sabar from the research position of a dance student. It features a comparative analysis of the pedagogical techniques used in dance classes in New York and Dakar, which in turn shed light on different aesthetics and understandings of dance, as well as different ways of learning, in each context. Pointing to a loose network of teachers and students who travel between New York and Dakar around the practice of West African dance forms, the author discusses how this movement is maintained, what role the imagination plays in mobilizing participants and how the ‘cultural flow’ of the dances is ‘punctuated’ by national borders and socio-economic relationships. She explores the different meanings articulated around Sabar’s transatlantic movement and examines how the dance floor provides the grounds for contested understandings, socio-economic relationships and broader discourses to be re-choreographed in each setting.

A Vietnamese cook, a German journalist, and a Senegalese student--what did they have in common? They were all suspicious persons kept under surveillance by French colonial authorities in West Africa in the 1920s and 1930s. Colonial Suspects looks at the web of surveillance set up by the French government during the twentieth century as France's empire slipped into crisis. As French West Africa and the French Empire more generally underwent fundamental transformations during the interwar years, French colonial authorities pivoted from a stated policy of "assimilation" to that of "association." Surveillance of both colonial subjects and visitors traveling through the colonies increased in scope. The effect of this change in policy was profound: a "culture of suspicion" became deeply ingrained in French West African society. Kathleen Keller notes that the surveillance techniques developed over time by the French included "shadowing, postal control, port police, informants, denunciations, home searches, and gossip." This ad hoc approach to colonial surveillance mostly proved ineffectual, however, and French colonies became transitory spaces where a global cast of characters intermixed and French power remained precarious. Increasingly, French officials--in the colonies and at home--reacted in short-sighted ways as both perceived and real backlash occurred with respect to communism, pan-Africanism, anticolonialism, black radicalism, and pan-Islamism. Focusing primarily on the port city of Dakar (Senegal), Keller unravels the threads of intrigue, rumor, and misdirection that informed this chaotic period of French colonial history.
In April 1966, thousands of artists, musicians, performers and writers from across Africa and its diaspora gathered in the Senegalese capital, Dakar, to take part in the First World Festival of Negro Arts (Premier Festival Mondial des arts nègres). The international forum provided by the Dakar Festival showcased a wide array of arts and was attended by such celebrated luminaries as Duke Ellington, Josephine Baker, Aimé Césaire, André Malraux and Wole Soyinka. Described by Senegalese President Léopold Sédar Senghor, as 'the elaboration of a new humanism which this time will include all of humanity on the whole of our planet earth', the festival constituted a highly symbolic moment in the era of decolonization and the push for civil rights for black people in the United States. In essence, the festival sought to perform an emerging Pan-African culture, that is, to give concrete cultural expression to the ties that would bind the newly liberated African 'homeland' to black people in the diaspora. This volume is the first sustained attempt to provide not only an overview of the festival itself but also of its multiple legacies, which will help us better to understand the 'festivalization' of Africa that has occurred in recent decades with most African countries now hosting a number of festivals as part of a national tourism and cultural development strategy.
Since around 2000, a growing number of women in Dakar, Senegal have come to act openly as spiritual leaders for both men and women. As urban youth turn to the Fay?a Tij?niyya Sufi Islamic movement in search of direction and community, these women provide guidance in practicing Islam and cultivating mystical knowledge of God. While women Islamic leaders may appear radical in a context where women have rarely exercised Islamic authority, they have provoked surprisingly little controversy. Wrapping Authority tells these women's stories and explores how they have developed ways of leading that feel natural to themselves and those around them. Addressing the dominant perceptions of Islam as a conservative practise, with stringent regulations for women in particular, Joseph Hill reveals how women integrate values typically associated with pious Muslim women into their leadership. These female leaders present spiritual guidance as a form of nurturing motherhood; they turn acts of devotional cooking into a basis of religious authority and prestige; they connect shyness, concealing clothing, and other forms of feminine "self-wrapping" to exemplary piety, hidden knowledge, and charismatic mystique. Yet like Sufi mystical discourse, their self-presentations are profoundly ambiguous, insisting simultaneously on gender distinctions and on the transcendence of gender through mystical unity with God.
