Securing Development: Public Finance and the Security Sector highlights the role of public finance in the delivery of security and criminal justice services. This book offers a framework for analyzing public financial management, financial transparency, and oversight, as well as expenditure policy issues that determine how to most appropriately manage security and justice services. The interplay among security, justice, and public finance is still a relatively unexplored area of development. Such a perspective can help security actors provide more professional, effective, and efficient security and justice services for citizens, while also strengthening systems for accountability. The book is the result of a project undertaken jointly by staff from the World Bank and the United Nations, integrating the disciplines where each institution holds a comparative advantage and a core mandate. Political, ideological, and ethnic conflicts have resulted in countless deaths, the creation of millions of refugees, the destruction of livelihoods, and widespread human suffering, to say nothing of the economic destruction. This book examines institution building and security sector reform in conflict states by analyzing eighteen case studies covering eleven countries and six decades. With regard to institution building, there is an analysis of four democratic levers-elections, the legislature, the executive, and devolution--focusing on how the structure and function of these political institutions contribute to the management and reduction of conflict and to the consolidation of fragile democracies. Concerning security sector reform, there is an analysis of how military, police, and intelligence institutions are reformed in states that are coming out of conflict-states that are moving beyond settlement. Some of the conflicts in this study are ongoing (Palestine), while others have been resolved (Spain, South Africa), while still others are in a peace-building or immediate post-conflict stage (Northern Ireland).
For some time Japan has been under fire for adjusting too slowly to new realities. While this criticism may be valid on some levels, Japan has been transforming in tandem with both regional and global forces. However, these changes have been largely overshadowed by the immense changes in Asia; including the rise of China, the 1997 Southeast Asian financial crisis and North Korea's development of nuclear weapons. Has Japan, the world's second largest economy, only been muddling through? In this volume the contributors show that although the challenges faced are great, Japan is changing in areas ranging from political leadership, education policy, official development assistance, peace building and security, to defence production, business associations and innovation policy. The book analyses processes of change, focusing on the dynamics of change - rather than structural change or institutional change per se - from four levels: the individual, domestic, regional and global. Forces from outside Japan, such as a changing world order and changes in power relationships in Asia, have driven change along with pressures emerging within Japan, such as the increasing power of public opinion and competitiveness within markets. SSR is a key element of the transitions out of war, aiming at the establishment of accountable and legitimate institutions able to prevent and sanction the use of violence. While recognizing the need to include local actors, donor policies still focus mostly on the state as a provider of security. Second generation SSR has emphasized the need to include local communities and recognize the existence of non-state actors in the provision of security and justice. However, recognition is not enough. This Element promotes a radical re-think of SSR in the context of conflict and war. Guiding question for the considerations is how can security sector reform be set up and implemented to contribute to constructive and inclusive state-society relations, and build the path to long-lasting peace? This Element argues that a focus on functional equivalents, minorities, gender, and human rights is key for the design, implementation, and success of SSR.
This new book presents critical approaches towards Human Security, which has become one of the key areas for policy and academic debate within Security Studies and IR. The Human Security paradigm has had considerable significance for academics, policy-makers and practitioners. Under the rubric of Human Security, security policy practices seem to have transformed their goals and approaches, re-prioritising economic and social welfare issues that were marginal to the state-based geo-political rivalries of the Cold War era. Human Security has reflected and reinforced the reconceptualisation of international security, both broadening and deepening it, and, in so doing, it has helped extend and shape the space within which security concerns inform international policy practices. However, in its wider use, Human Security has become an amorphous and unclear political concept, seen by some as progressive and radical and by others as tainted by association with the imposition of neo-liberal practices and values on non-Western spaces or as legitimizing attacks on Iraq and Afghanistan. This book is concerned with critical perspectives towards Human Security, highlighting some of the tensions which can emerge between critical perspectives which discursively radicalise Human Security within frameworks of emancipatory possibility and those which attempt to deconstruct Human Security within the framework of an externally imposed attempt to regulate and order the globe on behalf of hegemonic power. The chapters gathered in this edited collection represent a range of critical approaches which bring together alternative understandings of human security. This book will be of great interest to students of human security studies and critical security studies, war and conflict studies and international relations.
The literature on the art of war over centuries presupposed that the decision maker was a single entity with a coherent and unitary political will. The ideal strategy maker was thus Alexander the Great, or a Napoleon. Little was written on the policy- and strategy-making process when there were multiple decision makers. Strategy in peace was recognized especially in the Cold War as something just as real as strategy war.
