A Draft Environmental Impact Statement (DEIS) for the Cross-Base project was issued in May 1998. Since that time, additions to the project at the western terminus have been required to maintain a satisfactory level of service (LOS) on Interstate 5 (I-5). Additionally, the project needed to provide current information to address changes in applicable policies, regulations, or conditions. This Supplemental Draft Environmental Impact Statement (SDEIS) updates the DEIS prepared in 1998. Pierce County, Washington State Department of Transportation (WSDOT), and the Federal Highway Administration (FHWA), in cooperation with the City of Lakewood, McChord Air Force Base, Fort Lewis, and the U.S. Army Corps of Engineers, plans to construct a highway to improve transportation system linkage and capacity between mid-Pierce County and destinations along the I-5 corridor. The Cross-Base Highway project would provide a direct route and shorter travel times between residences and employment opportunities in mid-Pierce County and shopping opportunities in Lakewood and DuPont. It would also provide a more direct east-west connection for efficient movement of freight, people, and goods between I-5 (north and south), State Route 7, State Route 161, and the Frederickson, Thun Field, and Sunrise employment centers, saving time and energy.
This report presents a plan to provide limited access control on State Route 7 (SR 7) in Tacoma. East 38th Street is a major arterial street connecting South Tacoma Way, the Tacoma Freeway, Pacific Avenue, McKinley Avenue and Portland Avenue. This street interchanges with the new route of SR 7. This report covers only the portion of East 38th Street between East A Street and McKinley Avenue. The plan set forth in this report proposes to close East B Street at its intersection with East 38th Street and to close East G Street at its intersection with East 38th Street.
