This book explores new perspectives on how to improve the chances of success regarding capacity building in developing and emerging countries. Drawing on lessons learned in the course of six decades of capacity building research and practice, it identifies the required conditions for the success of capacity building efforts, and suggests that a radical change in mindset has become a critical aspect in developing countries. In addition, the book discusses capacity building in connection with entrepreneurship (especially female entrepreneurship), transnational diaspora remittances, and combating corruption, which it considers to be essential drivers of sustainable development in developing and emerging countries. The book’s contributing authors represent the leading minds in capacity building research and practice, and include researchers from prestigious universities in North America, Europe and Africa, as well as international development experts from institutions such as the International Monetary Fund (IMF), the World Bank, African Development Bank, and African Capacity Building Foundation. African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.

Marine environments support the livelihoods, economies, and quality of life for communities around the world. But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.
This compendium showcases the ongoing trends and challenges in South-South cooperation between India and select countries in Africa, for achieving food security and poverty reduction. Scholars and practitioners share diverse perspectives on the role of India’s development compact; aid, trade, private sector driven Foreign Direct Investments (FDIs), and concessional Lines of Credit (LOCs) to the agricultural and agro-processing sector in Africa.
