Provides info. on the judiciary's efforts to have dist. judges share courtrooms, esp. dist. judges with senior status, also known as senior judges (SJ). The objectives were to: (1) examine the judiciary's courtroom sharing (CS) policies for SJ, (2) obtain info. about the extent to which SJ are currently sharing courtrooms and their experiences with CS, and (3) determine the judiciary's efforts to explore the potential for SJ to share courtrooms in future courthouse const'n. projects. Examined existing policies on CS for all dist. courts, obtained info. about dist. judges' CS exper. at locations where CS was occurring, and reviewed courtroom needs assess. studies done by the judiciary for 33 projects in the judiciary's 5-year const'n. plan to identify where CS was planned.
The judiciary is in the midst of a multibillion-dollar courthouse construction initiative to accommodate new judgeships created because of increasing caseloads and to replace obsolete courthouses occupied by existing judges. This report reviews and comments on part of the May 2000 Ernst and Young study on the judiciary's space and facilities program. Specifically, it reviews the study as it relates to courtroom use and sharing. Certain key stakeholders outside the judiciary -- various subcommittees and Members of Congress as well as the Office of Management and Budget -- believe that courtroom sharing may be possible and could lead to cost savings.
