A General Municipal Plan (GMP) is a planning document which provides a general framework for land use planning at the municipal level describing the key issues, planning philosophy, proposed land uses, and proposals for future development of the county. The GMP is typically broad and general, and is intended to be implemented through area structure plans, area redevelopment plans, and the regulation of the land use by-law. This plan covers issues, philosophy and goals and then moves on to discuss the more specific objectives and policies relating to the land use concept, development (economic development and tourism, industrial and commercial, fringe area, rural settlement, recreation and community services), resource conservation (agriculture, extractive resources, environmental protection, heritage conservation), linkages and municipal services (transportation, environmental services, pipelines and powerlines), and implementation.
