This book examines the politics of water scarcity in the Middle East's Jordan River Basin (Syria, Lebanon, Jordan, Israel, and the Palestinian Authority) between 1920 and 2006. Jeffrey K. Sosland demonstrates that while water scarcity might generate political tension, it does not by itself precipitate war, nor is it likely to do so. At the same time, efforts to promote water cooperation, such as those initiated by the United States, have an identifiable political benefit by creating rules, building confidence, and reducing tensions among adversaries. Sosland concludes that while this alone might not resolve the overall conflict, it does create positive long-term value in achieving peace.

Published in cooperation with the William P. Clements Center for Southwest Studies, Southern Methodist University Ruins are as central to the image of the American Southwest as are its mountains and deserts, and antiquity is a key element of modern southwestern heritage. Yet prior to the mid-nineteenth century this rich legacy was largely unknown to the outside world. While military expeditions first brought word of enigmatic relics to the eastern United States, the new intellectual frontier was seized by archaeologists, who used the results of their southwestern explorations to build a foundation for the scientific study of the American past. In Ruins and Rivals, James Snead helps us understand the historical development of archaeology in the Southwest from the 1890s to the 1920s and its relationship with the popular conception of the region. He examines two major research traditions: expeditions dispatched from the major eastern museums and those supported by archaeological societies based in the Southwest itself. By comparing the projects of New York's American Museum of Natural History with those of the Southwest Museum in Los Angeles and the Santa Fe-based School of American Archaeology, he illustrates the way that competition for status and prestige shaped the way that archaeological remains were explored and interpreted. The decades-long competition between institutions and their advocates ultimately created an agenda for Southwest archaeology that has survived into modern times. Snead takes us back to the days when the field was populated by relic hunters and eastern "museum men" who formed uneasy alliances among themselves and with western boosters who used archaeology to advance their own causes. W. E. B. Du Bois was the preeminent black scholar of his era. He was also a principal founder and for twenty-eight years an executive officer of the nation's most effective civil rights organization, the National Association for the Advancement of Colored People (NAACP). Even though Du Bois was best known for his lifelong stance against racial oppression, he represented much more. He condemned the racism of the white world but also criticized African Americans for mistakes of their own. He opposed segregation but had reservations about integration. Today he would be known as a pluralist. In Du Bois and His Rivals, Raymond Wolters provides a distinctive biography of this great pioneer of the American civil rights movement. Readers are able to follow the outline of Du Bois's life, but the book's main emphasis is on discrete scenes in his life, especially the controversies that pitted Du Bois against his principal black rivals. He challenged Booker T. Washington because he could not abide Washington's conciliatory approach toward powerful whites. At the same time, Du Bois's pluralism led him to oppose the leading separatists and integrationists of his day. He berated Marcus Garvey for giving up on America and urging blacks to pursue a separate destiny. He also rejected Walter White's insistence that integration was the best way to promote the advancement of black people. Du Bois felt that American blacks should be full-fledged Americans, with all the rights of other American citizens. However, he believed that they should also preserve and develop enough racial distinctiveness to enable them to maintain and foster a sense of racial identity, community, and pride. Du Bois and His Rivals shows that Du Bois stood for much more than protest against racial oppression. He was also committed to pluralism, and his pluralism emphasized the importance of traditional standards and of internal cooperation within the black community. Anyone interested in the civil rights movement, black history, or the history of the United States during the early twentieth century will find this book valuable.
Power inequalities and mistrust have characterized many interstate relationships. Yet most international relations theories do not take into account power and mistrust when explaining cooperation. While some scholars argue that power relations inhibit cooperation between states, other scholars expect interstate cooperation regardless of the power relations and level of trust. Strategic Cooperation: Overcoming the Barriers of Global Anarchy argues that although states benefit from cooperation, they are also wary of the power relations between states, making cooperation difficult. Successful and cooperative bilateral relationships are formed between strong and weak states that are power asymmetric and have mistrust of one another, but they are built in such as way as to overcome the problem of power asymmetry and mistrust. This book answers how and why states that are in power asymmetry and have mistrust of one another are able to build a cooperative bilateral relationship. It argues that states forge a relationship due to strategic needs such as economic or security needs. Slobodchikoff has developed a database composed of the whole population of bilateral treaties between Russia and each of the former Soviet republics, and examines all of these bilateral relationships. He finds that Russia indeed forged relationships with the former republics based on its strategic interests. However, despite Russia's strategic interests, it had to build a bilateral relationship that would address the issues of mistrust and power asymmetry between the states. To achieve this, Russia and the former Soviet republics created treaty networks, which served to legitimize as well as legalize the independent status of each of the former republics while also increasing the cost to Russia of violating any of the treaties. This book argues that strong treaty networks account for a more cooperative relationship between states, allowing both states to cooperate by alleviating the problems of mistrust and power asymmetry.

More than we ever anticipated, alliances among firms are changing the way business is conducted, particularly in the global, high-technology sector. The reasons are clear: companies must increasingly pool their capabilities to succeed in ever more complex and rapidly changing businesses. But the consequences for managers and for the economy have so far been underestimated. In this new book, Benjamin Gomes-Casseres presents the first in-depth account of the new world of business alliances and shows how collaboration has become part of the very fabric of modern competition. Alliances, he argues, create new units of competition that do battle with one another and with traditional single firms. The flexible capabilities of these multi-firm constellations give them advantages over single firms in certain contexts, offsetting the advantage of a single firm's unified control. When managed effectively, alliances can strengthen a firm's competitive advantage and narrow the gap between leading firms and second-tier players. This often results in intensified rivalry, and the competition within an industry is transformed. Alliances often spread swiftly through an industry as firms jockey for advantage. Yet the very spread of alliances increases their costs and poses new limits on their use. Gomes-Casseres concludes that firms need to manage their constellations to enhance collaboration within their groups, while raising what he calls "barriers to collaboration" for rivals. These ideas are developed and illustrated through original case studies of alliances among U.S., Japanese, and European firms in electronics and computers, including Xerox, IBM, and Fujitsu as well as other small and large companies.
