At the beginning of the new millennium, rural livelihoods in many parts of sub-Saharan Africa are under considerable strain. The economies and political environment in many countries are experiencing a period of significant transformation, and endemic poverty remains common. Agriculture, which forms the core of rural livelihoods, has a major influence on livelihood outcomes. Farm power (from human, animal and engine driven sources) is a crucial input in the agricultural production process. Shortages of farm power compromise the ability of families to cultivate sufficient land and have long been recognized as a major contributory factor to the increasing prevalence of poverty in the region. This study discusses the farm-power theme through the livelihoods philosophy. It highlights the overall problem of the availability of farm power and its interrelationships with socio-economic parameters of rural life. The report illustrates the great complexity of farm-power interrelations and problem areas that are clustered around the farm-power theme. It makes clear that farm-power availability is not simply a matter of promoting a certain technology or equipment. It shows that all aspects of the livelihoods of a rural household are connected to and affected by the available farm-power base.
Many previous publications on farm mechanization, draught animal power, hand tool technology, etc. have tended to be narrowly focused. The topic of farm power and mechanization also tended to be separated from the actual process of growing crops. This manual looks at putting the different sources of farm power, mechanization, machines, equipment and tools in a much broader context. Farm power requirements need to be viewed with reference to rural livelihoods and to farming systems as well as to the critical area of labour saving in HIV/AIDS-hit populations. No one particular type of technology is advocated.

This framework presents ten interrelated principles/elements to guide Sustainable Agricultural Mechanization in Africa (SAMA). Further, it presents the technical issues to be considered under SAMA and the options to be analysed at the country and sub regional levels. The ten key elements required in a framework for SAMA are as follows: The analysis in the framework calls for a specific approach, involving learning from other parts of the world where significant transformation of the agricultural mechanization sector has already occurred within a three-to-four decade time frame, and developing policies and programmes to realize Africa’s aspirations of Zero Hunger by 2025. This approach entails the identification and prioritization of relevant and interrelated elements to help countries develop strategies and practical development plans that create synergies in line with their agricultural transformation plans. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.
This paper is specifically about agricultural mechanisation: the opportunities provided by mechanisation for intensifying production in a sustainable manner, in value addition and agri-food value chain development, as well as the inherent opportunities implied for improved local economies and livelihoods. The establishment of viable business enterprises agro-processors, transport services, and so forth as a result of increased agricultural mechanisation in rural areas, is crucial to creating employment and income opportunities and, thereby, enhancing the demand for farm produce. Mechanisation plays a key role in enabling the growth of commercial agri-food systems and the efficiency of post-harvest handling, processing and marketing operations, and as such can be a major determinant in the availability and accessibility of food, the food prices paid by urban and rural poor, as well as contributing to increased household food security.
FAO is a global knowledge broker for the agri-food industry, including technologies for production and processing. In particular, the Agro-Industries Programme of FAO is increasingly tending to focus on appropriate input supply, innovation and value chain development. Improvements in these areas have the potential to sustain and improve livelihoods and well-being at whatever scale and in whatever region of the world. Within the World Congress on "Agricultural Engineering for a Better World," as a preparation for the challenges of the twenty-first century, FAO conducted two workshops. The first targeted the subject of "challenges for agricultural mechanization in sub-Saharan Africa," and the second focused on "using technology to add value and increase quality." This report contains the results of the Congress, and encourages both readers and decision-makers to consider the important role of engineering technologies for development and, indeed, for a better world. The manual work carried out by farmers and their families is often both arduous and time consuming and in many countries this is a major constraint to increasing agricultural production. Such day-to-day drudgery is a major contributoring factor in the migration of people, particularly the young, from the rural countryside to seek the prospect of a better life in the towns and cities. Farm production can be substantially increased through the use of mechanical technologies which both are labor-saving and directly increase yields and production. This book provides a synthesis of current agricultural research in Africa with the aim of presenting evidence based information that can be directly applied into improving the African smallholder farmers’ food security. It presents positive scientific research that has been undertaken in Africa, in simpler terms, thus driving the research for development agenda contributing to the attainment of SDG 2. Numerous research that targets resource poor African smallholder farmers has been published, yet the region faces very low productivity levels. This lack of translation from research to food security and increased agricultural incomes is due to the poor uptake of scientific research by farmers, which is partly due to poor presentation of this body of knowledge into simpler forms that extension workers and farmers can directly adopt. Therefore, this book offers research information in an easy, digestible and application oriented style, so as to enable transformation of the African agricultural sector by effectively driving agricultural productivity in Africa. This book is of interest to African extension workers, who will translate the simplified knowledge into lessons that can be useful to smallholder farmers. The book is also beneficial for policy makers as well as academics, researchers and other science based professionals.
