A far-reaching transformation is taking place in the US in the relationship between employers and employees. The lessons learned from Japan and from "best practice" companies like IBM about how job security, training, and internal development can improve employee commitment and performance have given way to a new set of lessons about how companies can redue fixed costs, increase flexibility, and improve performance by eliminating the elaborate employment systems that prepared employees for long careers in the company. Where the old arrangement protected employees from outside market forces, the new ones drag the market right back in through downsizing, contingent workforces, hiring on the outside for new skills, and compensation contingent on overall organizational performance. New work systems that reengineer processes and empower employees "flatten" the organizational chart, cutting management jobs in particular and reducing opportunities for career development. The new arrangements shift many of the risks of business from the firm to the employees and make employees, rather than employers, responsible for developing their own skills and careers. They also increase the demands placed on workers while reducing what they receive back for their efforts. While morale is down and stress is up, employee performance seems to be rising largely because of fear driven by the shortage of good jobs. Change at Work explores the theme that employees have paid the price for the widespread restructuring of American firms as illustrated by reduced security, greater effort and hours, and reduced morale. In this important study--commissioned by the National Planning Asociation's Committee on New American Realities--the authors consider how individuals and employers need to adapt to the new arrangements as well as the implicatioons for important policy issues such as how skills will be developed where the attachment to the firms is sharply reduced. The future is uncertain, but the authors argue that the traditional relationship between employer and employee will continue to erode, making this work essential reading for managers concerned with the profound impact corporate restructuring has had on the lives of workers.
FAO’s previous contribution to the development of contract farming saw the publication in 2015 of the UNIDROIT/FAO/IFAD Legal Guide on Contract Farming, which focused on the bilateral relationship between an agricultural producer and a contractor. This Legislative Study develops that research and focuses on the regulatory frameworks for contract farming, aiming to highlight different possible approaches for different contexts. Responsible contract farming can be a powerful tool for small scale farmers in developing countries to move towards larger scalecommercial production. It can create economic wealth, contribute to supply chain efficiency through the production of higher quantities of better quality products, and contribute to achieving domestic food security objectives. Maximizing these benefits while minimizing the inherent risks of contract farming is reliant upon the forging of an enabling environment, a key part of which is the domestic regulatory framework. This Legislative Study provides guidance to domestic regulators and other interested readers on how to appraise and potentially reform domestic regulatory frameworks to achieve responsible contract farming. Recognising that different countries and contextual realties may benefit from different regulatory solutions, this Study provides several examples, supported by representative case studies, on how contract farming can be regulated, without promoting a single solution as the most appropriate. More workers are crossing national borders to look for jobs than ever before. Many migrants seek overseas employment with the help of agents or intermediaries. These "merchants of labour" include relatives who finance a migrant's trip, provide housing and arrange for a job abroad; public employment services; and private recruitment agencies. They also comprise an insalubrious underworld of smugglers and traffickers. The agents who recruit and deploy migrant workers are at the heart of the evolving migration infrastructure, i.e. the network of business and personal ties that is creating a global labour market. This book highlights best practices in the activities and regulation of these merchants of labour as well as innovative strategies to protect migrant workers, underlining the contribution of ILO standards. It covers a broad range of national and regional experiences and puts "merchants of labour" in the wider context of changing employment relationships in globalizing labour markets. The papers it contains are an important contribution to understanding a major mechanism facilitating the growth of the migrant labour force.
This study compares contract and non-contract growers of apples and green onions in Shandong Province, China in order to explore the constraints on participation and the impact of contract farming on income. We find little evidence that firms prefer to work with larger farms, though all farms in the area are quite small. Using a Heckman selection-correction model, we find that contract farming raises income even after controlling for observable and unobservable household characteristics. These results suggest that contract farming can help raise small-farm income, though questions remain regarding the number of farmers that can be brought into such schemes.
The Farm Labor Problem: A Global Perspective explores the unique character of agricultural labor markets and the implications for food production, farm worker welfare and advocacy, and immigration policy. Agricultural labor markets differ from other labor markets in fundamental ways related to seasonality and uncertainty, and they evolve differently than other labor markets as economies develop. We weave economic analysis with the history of agricultural labor markets using data and real-world events. The farm labor history of California and the United States is particularly rich, so it plays a central role in the book, but the book has a global perspective ensuring its relevance to Europe and high-income Asian countries. The chapters in this book provide readers with the basics for understanding how farm labor markets work (labor in agricultural household models, farm labor supply and demand, spatial market equilibria); farm labor and immigration policy; farm labor organizing; farm employment and rural poverty; unionization and the United Farm Workers movement; the Fair Food Program as a new approach to collective bargaining; the declining immigrant farm labor supply; and what economic development in relatively low-income countries portends for the future of agriculture in the United States and other high-income countries. The book concludes with a chapter called "Robots in the Fields," which extrapolates current trends to a perhaps not-so-distant future. Wracked by poverty, famine, and drought, Africa is typically represented as agriculturally stagnant, backward, and crisis-prone. Living Under Contract, however, highlights the dynamic, changing character of sub-Saharan agrarian systems by focusing on contract farming. A relatively new and increasingly widespread way of organizing peasant agriculture, contract farming promotes production of a wide variety of crops--from flowers to cocoa, from fresh vegetables to rice--under contract to agribusinesses, exporters, and processers. The proliferation of African growers producing under contract is in fact part of broader changes in the global agro-food system. In this examination of agricultural restructuring and its effect upon various African societies, editors Peter Little and Michael Watts bring together anthropologists, economists, geographers, political scientists, and sociologists to explore the origins, forms, and consequences of contract production in several African countries, particularly Kenya, the Gambia, Zimbabwe, and the Ivory Coast. Documenting how contract production links farmers, agribusiness, and the state, the contributors examine problematic aspects of this method of agrarian reform. Their case studies, based on long-term field work and analysis on the village and household level, chart the complex effects of contract production on the organization of work and the labor process, rural inequality, gender relations, labor markets, local accumulation strategies, and regional development.
