This Element argues that Southeast Asia's failure to develop stronger social protection systems has been, at its root, a matter of politics and power. It has reflected the political dominance within the region of predatory and technocratic elements, and the relative weakness of progressive elements. From the mid-1980s, democratisation, the emergence of political entrepreneurs seeking to mobilise mass electoral support, and the occurrence of severe economic and social crises generated pressure on governments within the region to strengthen their social protection systems. But while such developments shifted policy in a more progressive direction, they have been insufficient to produce far-reaching change. Rather, they have produced a layering effect. Innovations have built upon pre-existing policy and institutional arrangements without fundamentally altering these arrangements, ensuring that social protection systems continue to have strong conservative, productivist and predatory attributes.
This is the only in-depth study of social policies in Southeast Asia. It compares social security, health, and education policies in Indonesia, Malaysia, the Philippines, Singapore and Thailand. After describing the policies and assessing their adequacy and equity implications, it examines the forces that have shaped them. It concludes that social programs (except for primary education) in the region are both inadequate and inequitable. It argues that the reason for this is political rather than cultural or socio-economic.
While economic globalization benefited Southeast Asia, especially during the 1990s boom, the region now seems to be caught between two emerging economic giants - China and India. What challenges and opportunities does the rise of China and India pose for Southeast Asia and how should policy-makers respond? Are bilateral free trade arrangements and bilateral economic partnerships a boon or bane for competitiveness? In identifying approaches and strategies to coping with these challenges and leveraging on the opportunities available, this book also links the quest for competitiveness with the necessity of social protection. The link comes in the form of the people who work for firms as human resources, and as users and innovators of technology. The book acknowledges and discusses the problems of inadequate technological and innovative capacity and the problems of managing labour productivity in Southeast Asia. However, the book also cautions against focusing on people solely as productive labour, whether in production or the knowledge sector. By highlighting the adverse social, economic and political consequences of ignoring social protection issues and challenging the myth that addressing social protection undermines competitiveness, the book emphasizes the social responsibilities incumbent on governments and firms in this age of growing economic insecurities.
Over the course of the last half century, the growth economies of Southeast Asia – Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam – have transformed themselves into middle income countries. This book looks at how the very success of these economies has bred new challenges, novel problems, and fresh tensions, including the fact that particular individuals, sectors and regions have been marginalised by these processes.
