This book asks whether a regional international society exists in East Asia and why its existence matters to both regional and global orders.
Theories of citizenship from the West – pre-eminently those by T.H. Marshall – provide only a limited insight into East Asian political history. The Marshallian trajectory – juridical, political and social rights – was not repeated in Asia and the late nineteenth-century debate about liberalism and citizenship among intellectuals in Japan and China was eventually stifled by war, colonialism and authoritarian governments (both nationalist and communist). Subsequent attempts to import western-style democratic values and citizenship were to a large extent failures. Social rights have rarely been systematically incorporated into the political ideology and administrative framework of ruling governments. In reality, the predominant concern of both the state elite and the ordinary citizens was economic development and a modicum of material well-being rather than civil liberties. The developmental state and its politics take precedence in the everyday political process of most East Asian societies. These essays provide a systematic and comparative account of the tensions between rapid economic growth and citizenship, and the ways in which those tensions are played out in civil society.
This book provides a theoretical and empirical analysis of a key concept in East Asian security debates, sovereign autonomy, and how it reproduces hierarchy in the regional order. Park argues that contemporary strategic debates in East Asia are based on shared contextual knowledge - that of international hierarchy - reconstructed in the late-nineteenth century. The mechanism that reproduces this lens of hierarchy is domestic legitimacy politics in which embattled political leaders contest the meaning of sovereign autonomy. Park argues that the idea of status seeking has remained embedded in the concept of sovereign autonomy and endures through distinct and alternative security frames that continue to inform contemporary strategic debates in East Asia. This book makes a significant contribution to debates in international relations theory and security studies about autonomy and status, as well as to the now extensive literature on the nature of East Asian regional order.

This Element argues that Southeast Asia's failure to develop stronger social protection systems has been, at its root, a matter of politics and power. It has reflected the political dominance within the region of predatory and technocratic elements, and the relative weakness of progressive elements. From the mid-1980s, democratisation, the emergence of political entrepreneurs seeking to mobilise mass electoral support, and the occurrence of severe economic and social crises generated pressure on governments within the region to strengthen their social protection systems. But while such developments shifted policy in a more progressive direction, they have been insufficient to produce far-reaching change. Rather, they have produced a layering effect. Innovations have built upon pre-existing policy and institutional arrangements without fundamentally altering these arrangements, ensuring that social protection systems continue to have strong conservative, productivist and predatory attributes.
In the study of civil society and social movements, most cases are based in Western Europe and North America. These two areas of the world have similar histories and political ideals and structures in common which in turn, affect the structure of its civil society. In studying civil society in Asia, a different understanding of history, politics, and society is needed. The region’s long traditions of centralized, authoritarian states buttressed by Confucian and in some cases Communist ideologies may render this concept irrelevant. The chapters in this international volume cover most of the areas and countries traditionally defined as belonging to East Asia: Japan, Taiwan, South Korea, Hong Kong, Singapore and China. The case studies included in this volume confront the utility of using the Western concept of civil society, represented in its most active form – social movements – to think about East Asia popular politics. Along with providing an array of important case studies of social movements in East Asia, the introduction, chapters and conclusion in the book take up three major theoretical questions: the effect of the East Asian cultural, social and institutional context upon the mobilization, activities and outcomes of social movements in that region, the role of social movements in larger transformative processes, utility of Western social movement concepts in explaining social movements in East Asia. This book will be of interest to two major groups of readers, those who study East Asia and those who pursue social movements and civil society, as well as politics more generally.
This book investigates public claims for the protection of weak groups and interests in Japan and China from the nineteenth century to the present day. Taking an interdisciplinary approach, it engages with ongoing global debates relevant to both Western and non-Western societies whilst also providing an historically informed analysis of contemporary issues. Using case studies on disaster victims, employee well-being, cultural heritage and animal welfare, this book analytically distinguishes between framing, mobilisation and institutionalisation processes. It examines these processes at the intersections of international and domestic spheres and, in doing so, demonstrates how drives for protection are formulated, contested and played out in practice. Ultimately however, this book argues that claims for protection do not necessarily translate into effective measures, but may in fact entail ambiguous or negative outcomes for the protected 'weak'. Protecting the Weak in East Asia makes a significant contribution to the empirical and theoretical research into the transformation of East Asian societies. As such, it will appeal to students and scholars of Asian history, Asian culture and society and East Asian Studies more broadly.
This book presents a conceptualization of social emergence in international relations as a novel angle to analyse institutional dynamics in East Asia, introducing the concept of emergence from a critical realist perspective. The author examines East Asia’s characteristic mesh work of regional institutions that affect integrative processes and regional policies, exploring how such institutions emerge and acquire their own nature and why this pattern persists over time, an unresolved and contested subject in the field of International Relations. This book suggests that regional institutions are emergent entities of the international system that arise as forms of self-organization by states to achieve certain emergent properties and powers. The author’s approach sheds light on the particular emergent properties and powers of regional institutions and identifies discourse as a key mechanism of social emergence. Besides engaging in relevant questions of the philosophy of science and its methodological implications for studying social emergence in world politics, the book also analyses the concrete case of two East Asian regional institutions: ASEAN Plus Three and the East Asia Summit. This book will engage scholars and postgraduate students of Asian Studies and International Relations.
