Caprivi, the remote and narrow Namibian strip of land encapsulated by neighbouring Angola, Zambia and Botswana, has a contested colonial and postcolonial history. Bennett Kangumu traces the politics of its people in this complex borderlands since the late 19th century. Neglected by German and South African colonial administrations, its inhabitants were often pushed towards neighbouring territories though not being an integral part of them. At the same time, South African apartheid and homeland politics emphasised the ethnization of local identities. Becoming a strategic location in the ensuing liberation wars of the late 20th century, its history is often one of conquest and resistance, plunder, betrayal and rivalry. Kangumu shows how the inhabitants of Caprivi responded in various ways, notably in the form of regional nationalism when the Caprivi African National Union (CANU) was formed in the early 1960s. The Unions merger with the dominant Namibian liberation movement, SWAPO, was a claim to end seperation and isolation, which, however, flarred up again in post-colonial Namibia.
On March 21, 1990, Sam Nujoma was sworn in as the first president of independent Namibia. This ceremony marked the end of a struggle that lasted more than two decades and a period of colonialism that lasted more than a century. Finally, after decades long wars over grazing in the 19th century, genocidal colonial suppression by Germany at the beginning of the 20th century, repressive apartheid racialism throughout the 20th century, and a prolonged armed liberation struggle, Namibians had the chance to choose their own leaders, develop a democratic political process in a free society, and to bring economic development and greater equity to their country. This book encompasses a history of identity-building amongst Khwe San people, and of contestations for authority over land and natural resources in Namibias West Caprivi. The politics of authority in this contested borderland area were significantly shaped by state and NGO interventions into local institutions and land use between the late 1930s and 2006. Julie J. Taylor pays close attention to the role of NGOs in these processes. She shows that, in their relationship with West Caprivis residents, NGOs unintentionally contributed towards the hardening and politicising of ethnic difference, including through the implementation of land mapping projects. At the same time, in their relationship with the state, NGOs often worked to depoliticise struggles over authority, thus inadvertently reinforcing the states authority in the area.
This book examines Africa’s internal and external relations by focusing on three core concepts: orders, diplomacy and borderlands. The contributors examine traditional and non-traditional diplomatic actors, and domestic, regional, continental, and global orders. They argue that African diplomats profoundly shape these orders by situating themselves within in-between-spaces of geographical and functional orders. It is in these borderlands that agency, despite all kinds of constraints, flourishes. Chapters in the book compare domestic orders to regional ones, and then continental African orders to global ones. They deal with a range of functional orders, including development, international trade, human rights, migration, nuclear arms control, peacekeeping, public administration, and territorial change. By focusing on these topics, the volume contributes to a better understanding of African international relations, sharpens analyses of ordering processes in world politics, and adds to our comprehension of how diplomacy shapes orders and vice versa. The studies collected here show a much more nuanced picture of African agency in African and international affairs and suggest that African diplomacy is far more extensive than is often assumed. This book will be of much interest to students of diplomacy studies, African politics and International Relations.

Re-Viewing Resistance in Namibian History brings together the work of experienced academics and a new wave of young Namibian historians - architects of the past. They are working on a range of public history and heritage projects, from late nineteenth century resistance to the use of songs; from the role of gender in SWAPO’s camps to memorialisation; and from international solidarity to aspects of the history of Kavango and Caprivi. In 1990 Namibia gained its independence after a decades-long struggle against South African rule--and, before that, against German colonialism. This book, the first new scholarly general history of Namibia in two decades, provides a fresh synthesis of these events, and of the much longer pre-colonial period. A History of Namibia opens with a chapter by John Kinahan covering the evidence of human activity in Namibia from the earliest times to the nineteenth century, and for the first time making a synthesis of current archaeological research widely available to non-specialists. In subsequent chapters, Marion Wallace weaves together the most up-to-date academic research (in English and German) on Namibian history, from the mid-eighteenth century to the present. She explores histories of migration, production and power in the pre-colonial period, the changes triggered by European expansion, and the dynamics of the period of formal colonialism. The coverage of German rule includes a full chapter on the genocide of 1904-8. Ellen Ndeshi Namhila is intrigued by the question: Why can the National Archives of Namibia respond to genealogical enquiries of Whites in a matter of minutes with finding estate records of deceased persons, while similar requests from Blacks cannot be served? Not satisfied with the sweeping statement that this is the result of colonialism and apartheid, she follows the track of so-called “Native estates” through legislation, record creation and dispersal, records management and administrative neglect, authorised and unauthorised destruction, transfer and appraisal, selective processing, and (almost) final amnesia. Eventually she discovers over 11,000 forgotten surviving African estate records – but also evidence for the destruction of many others. And she demonstrates the potential of these records to interpret the lives of those who otherwise appear in history only as statistics – records which were condemned to destruction by colonial archivists stating they had “little research value and no functional value.” This study of memory against forgetting is a call to post-colonial archives to re-visit their holdings and the systemic colonial bias that continues to haunt them. This is the revised version of Ellen Namhila’s 2015 doctoral thesis published at the University of Tampere, Finland.
This book provides a first-ever comprehensive overview of the grammatical structure of Fwe. Fwe is a Bantu language spoken on the border between Zambia and Namibia, by some 20,000 people. Very little previous documentation exists on the language, and the current description of Fwe is based exclusively on newly collected field data. It includes an analysis of the grammatical structure of Fwe, followed by basic cultural information on greetings, a Fwe narrative with its English translation, and a lexicon comprising some 2200 Fwe lexemes with their English translation. This book is intended as a resource for linguists, whether interested in African languages, Bantu languages, language typology, or general linguistics.
It took the former South African Defence Force (SADF) less than four hours to kill more than eight hundred Namibian refugees at Cassinga on May 4, 1978. Thousands of survivors were left with irreparable physical and emotional injuries. The unhealed trauma of Cassinga, a Namibian civilian camp in southern Angola before the massacre, is beyond the worst that the victims of the attack experienced on the ground. Unacceptable layers of pain and suffering continue to grow and multiply as the victims grievances and other issues arising out of the aftermath of the massacre have been ignored, particularly following Namibias political independence.In this book, the afterlife of the victims traumatic memories and their aspiration for justice vis--vis the perpetrators enjoyment of blanket impunity from prosecution, in spite of their ongoing denial of killing and maiming innocent civilians at Cassinga, are explored with the aim to create public awareness about the unfortunate circumstances of the Cassinga victims.
