Over the past 60 years high-income countries have invested over 4000 billion euros in development aid. With varying degrees of success, these investments in low-income countries contributed to tackling structural problems such as access to water, health care, and education. Today, however, international development cooperation is no longer restricted to helping by giving. Japan's Foreign Aid Policy in Africa seeks to evaluate TICAD's intellectual contribution to and its development practices regarding Africa over the past 20 years. A central conclusion is that, while TICAD bureaucrats lacked agency to support Japanese companies in Africa, the model of emerging powers partnerships has expanded in Africa.
The Tokyo International Conference on African Development (TICAD) was established in 1993 with the intention of creating opportunities for trade and investment on both sides and the promotion of sustainable development. In 2003, the conference translated Japanese aid policy to Africa into three key pillars: human centered development, poverty reduction through economic growth, and the consolidation of peace, and since 2005 Africa has on several occasions been the largest recipient of Japanese overseas aid. Tracing Japanese foreign aid to Africa during and after the Cold War, this book examines how the TICAD process sits at the intersection of international relations and domestic decision making. Indeed, it questions whether the increase in aid has been driven by domestic changes such as demands from civil society and donor interest, or pressures emanating from the international system. Taking Angola and Mozambique as case studies, the book explores how Japan’s development cooperation with Africa has assisted previously war torn states make the transition from war to peace, and in doing so demonstrates the centrality of human security to Japanese foreign policy as a means of ensuring sustainable development. This book analyses the role of emerging powers as a development assistance providers and the nature of their development cooperation, their behaviour, motives and markedly their changing identities in international relations. With their growing economic and political clout, emerging powers are using economic instruments like foreign aid to ensure their position in the international system that is going through power shifts. By comparing three major emerging economies of the Global South- Brazil, India and China- this book would explore how emerging powers are changing the international aid architecture that is created and dominated by the traditional donors.

Development aid has recently become an important part of international politics in general and Norwegian foreign policy in particular. This study explores the moral discourse of contemporary Norwegian development aid organisations and professional development workers. Adopting a discourse-analytical and multi-disciplinary approach, key concepts such as human rights, charity, justice and compassion are discussed. Furthermore, the notions of professionalism and partnerships in development are addressed, as well as the role and life-style of the individual development worker. The following development agencies have been analysed: Norwegian Ministry of Foreign Affairs, Norwegian Church Aid, Save the Children Norway, and Norwegian People's Aid. Twenty-three staff members and representatives of these organisations have been interviewed.
This book is an anthology of essays contributing new scholarship to the contemporary discourse on the concept of aid. It provides an interdisciplinary investigation of the role of aid in African development, compiling the work of historians, political scientists, legal scholars, and economists to examine where aid has failed and to offer new perspectives on how aid can be made more effective. Questions regarding the effectiveness of aid are addressed here using specific case studies. The question of ownership is examined in the context of two debates: 1) to what extent should aid be designed by the recipient country itself? and 2) should aid focus on “need” or “performance”? That is, should donors direct aid to the poorest countries, regardless of their policies and governance, or should aid “reward” countries for doing the right thing? The future of aid is also addressed: should aid continue to be a part of the development agenda for countries in sub-Saharan Africa? If so, how much and what type of aid is needed, and how it can be made most effective? The major criticism against aid is that it cripples the recipient country’s economic growth by turning it into a passive receiver; in addition, it has been noted that aid is mostly supply-driven, depending upon donors rather than the actual needs of recipients. For this reason, aid may not meet the goals for which it was intended. To meet the needs of the communities they want to help, donors should work through consultation and a measure of recipient ownership. Donors need to understand context, to protect human rights, and to be guided by principles of social and environmental justice. Other suggested strategies for making aid more effective include peer review; self-assessment; the empowerment of women; encouraging accountability; investing in agriculture; helping smallholder subsistence farmers; introducing ethical and professional standards for civil service; and raising the competence of civil servants.
