"The hundred years between the revolutions of 1848 and the population transfers of the mid-twentieth century saw the nationalization of culturally complex societies in East Central Europe. This fact has variously been explained in terms of modernization, state building, and nation-building theories, each of which treats the process of nationalization as something inexorable, a necessary component of modernity. Although more recently social scientists gesture to the contingencies that may shape these larger developments, this structural approach makes scholars far less attentive to the "hard work" (ideological, political, social) undertaken by individuals and groups at every level of society who tried themselves to build "national" societies." In this book, leading academics and policy practitioners develop approaches for managing critical contemporary and emerging security challenges for South East Europe. They attempt to conceptualize and realize security as a cooperative endeavour for collective good, in contrast to security narratives driven by power and national egotism.
This comparative study harks back to the revolutionary year of 1989 and asks two critical questions about the resulting reconfiguration of Europe in the aftermath of the collapse of communism: Why did Central and East European states display such divergent outcomes of their socio-political transitions? Why did three of those states—Poland, Bulgaria, and Russia—differ so starkly in terms of the pace and extent of their integration into Europe? Rumena Filipova argues that Poland’s, Bulgaria’s, and Russia’s dominating conceptions of national identity have principally shaped these countries’ foreign policy behavior after 1989. Such an explanation of these three nations’ diverging degrees of Europeanization stands in contrast to institutionalist-rationalist, interest-based accounts of democratic transition and international integration in post-communist Europe. She thereby makes a case for the need to include ideational factors into the study of International Relations and demonstrates that identities are not easily malleable and may not be as fluid as often assumed. She proposes a theoretical “middle-ground” argument that calls for “qualified post-positivism” as an integrated perspective that combines positivist and post-positivist orientations in the study of IR.
After the conflagration of Tito’s Yugoslavia a medley of new and not-so-new states rose from the ashes. Some of the Yugoslav successor states have joined, or are about to enter, the European Union, while others are still struggling to define their national borders, symbols, and relationships with neighbouring states. Strategies of Symbolic Nation-building in South Eastern Europe expands upon the existing body of nationalism studies and explores how successful these nation-building strategies have been in the last two decades. Relying on new quantitative research results, the contributors offer interdisciplinary analyses of symbolic nation-building in Albania, Bosnia-Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia to show that whereas the citizens of some states have reached a consensus about the nation-building project other states remain fragmented and uncertain of when the process will end. A must-read not only for scholars of the region but policy makers and others interested in understanding the complex interplay of history, symbolic politics, and post-conflict transition.
This book provides a systematic analysis of the establishment and decision-making processes concerning the institutional design of the East African Community (EAC) throughout the 1990s and discusses to what extent these were impacted and inspired by other regional organizations from Africa and Europe. Analysing the decision-making processes that led to the set-up of the EAC, the book explores the extent to which they were impacted by several other regional organizations, namely the Organization of African Unity (OAU), the Common Market for Eastern and Southern Africa (COMESA), the Southern African Development Community (SADC), the European Union (EU), and the first EAC. The findings indicate that the relevant east African state and non-state actors adopted substantial aspects from the first EAC, the EU, and the COMESA and adapted them to set up the current EAC. This book demonstrates that the perception of other regional organizations and their institutional design considerably effected the construction of the EAC; here, its own past provided crucial learning objectives, which challenges the notion of mimicry or replica regional organizations of the EU in the Global South. This work will be of particular interest to scholars and students of regional and international organizations, international relations, multilevel governance approaches as well as diffusion literature.
