This book presents possible alternatives and interpretations to the well established notion in the mostly western discourse on public space. The discourse on public space as understood in the democratic-rationalist tradition, when applied to the Singaporean public space, would offer much criticism but would not be adequate in identifying alternative processes that allow for transformative potentials in public space. Thus said, the objectives of this book are: 1. To develop a conceptual frame of reference to construct the discourse on Singapore public space 2. To form a preliminary model of Singapore public space through analyzing case studies 3. To understand the modes, methods of production and representation of these public spaces within the rapidly changing urban context 4. To situate these constructions of public space and its possible trajectories within the larger discourse on public space, and to examine the viability of such a construction and interpretive model of public space
In every city, the urban spaces that form the public realm—ranging from city streets, neighborhood squares, and parks to public facilities such as libraries and markets—account for about one-third of the city’s total land area, on average. Despite this significance, the potential for these public-space assets—typically owned and managed by local governments—to transform urban life and city functioning is often overlooked for many reasons: other pressing city priorities arising from rapid urbanization, poor urban planning, and financial constraints. The resulting degradation of public spaces into congested, vehicle-centric, and polluted places often becomes a liability, creating a downward spiral that leads to a continuous drain on public resources and exacerbating various city problems. In contrast, the cities that invest in the creation of human-centered, environmentally sustainable, economically vibrant, and socially inclusive places—in partnership with government entities, communities, and other private stakeholders—perform better. They implement smart and sustainable strategies across their public space asset life cycles to yield returns on investment far exceeding monetary costs, ultimately enhancing city livability, resilience, and competitiveness. The Hidden Wealth of Cities: Creating, Financing, and Managing Public Spaces discusses the complexities that surround the creation and management of successful public spaces and draws on the analyses and experiences from city case studies from around the globe. This book identifies—through the lens of asset management—a rich palette of creative and innovative strategies that every city can undertake to plan, finance, and manage both government-owned and privately owned public spaces.
Singapore has few natural resources but, in a relatively short history, its economic and social development and transformation are nothing short of remarkable. Today Singapore is by far the most successful exemplar of material development in Southeast Asia and it often finds itself the envy of development in Southeast Asia and it often finds itself the envy of developed countries. Furthermore over the last three and a half decades the ruling party has presided over the formation of a thriving community of Singaporeans who love and are proud of their country.
The positive effects of urban green spaces are well-known, ranging from the promotion of health, support of biodiversity to climate regulation. However, the practical implementation of urban landscapes is less discussed. How can we make these spaces functional, economically feasible and inclusive, especially as cities become more diverse? The publication explores strategies to reconcile the various demands, such as food production, resilience and nature conservation. Indeed, urban landscapes have to be restorative, ecological and aesthetically pleasing at the same time. Architecture and Affect is motivated by two questions: Why does dismissed affective evidence trouble us? What would it mean for architecture to assemble such discrepant evidence into its discourse? Arguing that the persistent refrains of lived affect dwell in architecture, this book traces such refrains to a concept of architecture wedged in the middle ground—jammed amidst life, things and events. Rather than being aloof from its surrounds, architecture-in-the-midst challenges an autonomous epistemology. Beyond accounting for the vivid but excluded, this book develops a frame and a disposition for thinking critically about, speculatively through, and being grounded by, encounter. Examining affect through a constellation of spaces in contemporary Singapore, it details architecture’s uneasy but inextricable relationship with key subjects relegated to the incommensurate, the peripheral, the scenic and the decorative. The outcome is a politicized architectural discourse simultaneously grounded and speculative; bridging depth and intuition, thinking and feeling.

But by the time independence was achieved in 1965, the city faced daunting problems of housing shortage, slums and high unemployment. Since then, Singapore has become one of the richest countries on earth, providing, in Sir Peter Hall’s words, ‘perhaps the most extraordinary case of economic development in the history of the world’. The story of Singapore’s remarkable achievements in the first half century after its independence is now widely known. In Planning Singapore: The Experimental City, Stephen Hamnett and Belinda Yuen have brought together a set of chapters on Singapore’s planning achievements, aspirations and challenges, which are united in their focus on what might happen next in the planning of the island-state. Chapters range over Singapore’s planning system, innovation and future economy, housing, biodiversity, water and waste, climate change, transport, and the potential transferability of Singapore’s planning knowledge. A key question is whether the planning approaches, which have served Singapore so well until now, will suffice to meet the emerging challenges of a changing global economy, demographic shifts, new technologies and the existential threat of climate change. Singapore as a global city is becoming more unequal and more diverse. This has the potential to weaken the social compact which has largely existed since independence and to undermine the social resilience undoubtedly needed to cope with the shocks and disruptions of the twenty-first century. The book concludes, however, that Singapore is better-placed than most to respond to the challenges which it will certainly face thanks to its outstanding systems of planning and implementation, a proven capacity to experiment and a highly developed ability to adapt quickly, purposefully and pragmatically to changing circumstances.
This handbook compiles the most up-to-date research on transnational families. It employs a dialogue between classical approaches and cutting-edge directions in transnational family research to identify continuities and changes in terms of socioeconomic disparities and actors, and to analyze coexistence. Further, the volume adopts a twofold global and international comparative perspective. On the one hand, it focuses on different migratory flows around the world and describes their entangled logics; on the other, it is written by an international group of contributors, with a diverse range of professional backgrounds. Their contributions are based on sound empirical research, and explore geographical regions around the world. The handbook presents different thematic perspectives on transnational families, including an analytical focus on gender, global sociodemographic inequalities, power asymmetries, and border- and mobility regimes, as well as the organization of transnational care, transnational fatherhood, ageing, family reunions and return. It also includes a variety of methodological approaches to transnational family research, ranging from ethnography, biographical research, and life-course methods, to multi-sited approaches and quantitative surveys. Investigating an emergent debate, it sheds new light on migratory fluxes, their common and specific determinants, the types of actors involved, and ways to empirically and methodologically approach them. This book traces the evolution of Singapore’s parks system, from colonial to present times. Further, it contextualizes the design and planning of parks in the general discourse on western and eastern traditions: early twentieth century western conceptions ‘imported’ during colonialism; modernism; postmodernism, and the contemporary ecological debate. Park system planning products respond to national policies and result in structural urban elements and a range of park types. Global (western ideology) and local issues have influenced park system planning and the physical design of individual parks over time. However, in Singapore the eastern literature has not addressed the development of parks and urban green spaces in terms of historical perspective. The publication reveals the interrelations between visual representations and changing political ideologies. Singapore’s system of public parks is shown to represent an iconography created by the state. Its set of constructed narratives elucidates on the potential social, cultural and environmental roles of public parks. However, Singapore’s park system presents a novel paradigm for expanding Asian cities, characterized by evolving urban imaging strategies. In framing Singapore’s case study within the broader perspective of eastern applications of western planning and design practices, and constructions of nation in post-colonial countries, the manuscript establishes the contribution of the Singaporean model of design and planning of parks to the international debate.
This open access book highlights Singapore’s development into a city in which water and greenery, along with associated environmental, technical, social and political aspects have been harnessed and cultivated into a liveable sustainable way of life. It is also a story about a unique and thoroughgoing approach to large-scale and potentially transferable water sustainability, within largely urbanized circumstances, which can be achieved, along with complementary roles of environmental conservation, ecology, public open-space management and the greening of buildings, together with infrastructural improvements.
