This book analyzes the characteristics of China's economic operation in the new era and explores Xi's thought on China's development. The book consists of six parts. The first part puts forward the guiding principles and main contents of political economy of socialism with Chinese characteristics in the new era; the second part conducts the epistemology and methodology; the third part reveals the big logic of the new normal of economic development from the time and space dimension; and the fourth part examines the purpose, motivation, necessary conditions and measurement scale of development according to the new development concept; the fifth part discusses the path of building a modern economic system; the sixth part focuses on what China Wisdom and China solution could contribute to the global governance and promoting global development.
In an open world, the socialist political economy with Chinese characteristics features openness. This book reviews the basic process of China’s fourteen five-year plans with systematic theoretical overview and rich historical data and moves on to discuss the theoretical logic of plan-based state governance. The authors hold that the five-year planning system with Chinese characteristics is a flexible planning system; through adaptive macro-planning and incentive target governance, it mobilizes government, market and social forces to work together to fulfill national objectives and is a representative mechanism of the state governance system and a symbol of modernized state governance capacity. From an academic point of view, it theoretically answers questions about what, why and how concerning the five-year plans. From an interdisciplinary perspective, it explores the theoretical logic and experience of plan-based governance by combining Marxism, western theories, and the science of history. Also, it tries to represent historical facts based on a vast literature about the history of CPC and PRC, reviews historical details of the previous thirteen five-year plans, and describes the great journey of the plan preparation and implementation under the CPC leadership. The first edition of "The Political Economy of Chinese Socialism" reconceptualized the political economy of China by highlighting the changing character of urban-rural and state-society conflicts in the era of Mao Zedong's leadership and in the contemporary post-Mao reforms. The economic and social crises that engulfed China - and indeed much of the rest of the socialist world - in the late 1980s, culminating in the 1989 democratic movement and its suppression, stimulated a rethinking of central propositions of the first edition. It particularly led the author to inquire anew into the meaning of socio-political as well as economic development in a populous and poor agrarian nation. This volume, then, assesses the economic performance and social consequences of China's political economy over four decades, with a focus on China's countryside and city-countryside relations. In addition to a reconceptualization and updating of the introductory chapter, there is a new chapter, "The Social Origins and Limits of the Chinese Democratic Movement".
This book takes a fresh look at Chinese political economy at a key inflection point. Facing a more competitive international environment, Chinese reform has shifted from its earlier focus on economic liberalization and political decentralization to a more tightly organized, centralized form of state socialism. The Party-state's vigorous fiscal reaction to the Global Financial Crisis (2008-2009) left the country with a much improved infrastructure and greater sense of national self-assurance. The more monocratic central leadership has redoubled efforts to fight poverty and pollution, push technological innovation, and at the same time rigorously enforce ideological consensus, political loyalty and anticorruption.This has been occurring in an international context of slowing trade and nationalist pushback against 'globalization', prominently including bilateral Chinese-American polarization. While China has been among the staunchest advocates and beneficiaries of globalization, incipient trade war 'decoupling' has spurred movement toward economic and technological self-reliance. Turning inward however vies with a rival impulse toward more vigorous engagement in the world. This is most consequentially represented by the Belt and Road Initiative, driving massive infrastructure construction through Central Asia and the South and Southeast Asian maritime periphery. Despite slowing growth and a large debt overhang, swift recovery from the Covid-19 epidemic leaves China in a relatively strong economic position.
